In Germany, a development plan (B-Plan) regulates the way in which land can be developed and the use of the land that is to be kept free of development in this context. In this context, it is defined as a statute which uses are permissible to what extent on a specific municipal area. The development plan creates building law and represents the binding urban land use planning in accordance with the German Building Code (BauGB).
