If you have acquired a foreign professional qualification, you can, under certain conditions, receive support through the funding program to finance the costs of the recognition procedure.
The “Scholarship Program for the Recognition of Foreign Professional Qualifications” program offers the possibility of financial support for the costs of the professional recognition process in order to be able to work in accordance with one’s professional qualifications.
The funding program aims to meet the demand for skilled workers on the Hamburg labor market and to ensure that foreign skilled workers do not work below the level of their professional qualifications.

People with professional qualifications acquired abroad are supported through various measures:
- Costs incurred through a recognition procedure or a procedure to determine equivalence are eligible for funding.
- In addition, costs for the implementation of compensatory measures for regulated professions (adaptation course, aptitude test, knowledge test) as well as comparable measures for non-regulated professions, if they compensate for significant differences between the proven professional qualification from abroad and the required domestic reference profession, are covered.
- Language courses can also be eligible for funding if they are above level B1 and are not intended to simply acquire or improve general German language skills and a certain level of German is legally required to practice the profession. The prerequisite for funding is that the following levels B2, C1 and C2 are successfully completed in 400 teaching units each.
- Childcare costs and travel expenses may be eligible for funding if they arise in connection with adaptation measures, language or preparatory courses.
- Costs for learning materials can be eligible for funding up to €300.
- Eligible costs include support for securing a living within the framework of a monthly scholarship in the event of proven loss of income based on permanent income over the previous six months.

- Written declaration by the Hamburg Employment Agency or Jobcenter team.arbeit.hamburg that funding cannot be provided within the framework of the placement budget according to Section 44 SGB III
- ZAA's assessment of whether the compensation measure or a comparable measure for unregulated professions will improve the chances of taking up employment that corresponds to the professional qualifications and of securing one's own livelihood in the long term
- Notice from the competent authority and detailed description of the planned compensatory measure and list of associated costs
- You hold a foreign professional qualification
- You have been resident in Hamburg for at least three months
- You would like to move your future main residence to Hamburg and the adjustment measures aim at full professional recognition (only necessary if the second bullet point is not fulfilled).
- You are registered as unemployed or looking for work, or can prove that you are employed below the professional qualification you acquired abroad, or that you are not yet able to register as looking for work due to your residence permit.
- You are a German citizen or a citizen of another member state of the European Union (EU citizen) or you have a residence permit under the Residence Act or a residence permit under Section 55 of the Asylum Procedure Act, or you are a tolerated person.
- You have a taxable income of less than 26,000 euros per year (for married couples less than 40,000 euros)
In general, you can only submit the application digitally to the IFB Hamburg in cooperation with the Central Contact Point for Recognition (ZAA) of the Diakonisches Werk Hamburg.

- You and the ZAA will then submit the application digitally to the IFB Hamburg.
- If a monthly scholarship is granted to secure your living expenses or if the total of the one-off costs exceeds €4,000, IFB Hamburg will conclude a loan agreement with you.
