If you wish to carry more than nine passengers in national transport outside of scheduled services (occasional transport, e.g. rental bus services, excursions or vacation destinations), you will require a permit.
If you wish to transport more than nine people in Germany by motor vehicle outside of scheduled services (occasional services), you will require a permit. This is issued for the intended type of transport (coach hire, excursions or vacation trips).
Please note that the buses and coaches can only be hired for transportation as a whole and that you carry out journeys whose purpose, destination and course are determined by the hirer.
- Formal application (name, place of residence and place of business; for natural persons, date and place of birth; start and end of the requested period of validity; information on the number, type and capacity (number of seats) of the vehicles to be used)
- Certificates of employment or examination certificates (for professional suitability), e.g. examination certificate for the professional qualification test at the Chamber of Industry and Commerce (IHK)
- Equity certificate/additional certificate, not older than three months
- Clearance certificate from the tax office, the municipality, the social security institutions and the employers' liability insurance association, not older than three months (from the entrepreneur, the legal representative and the persons appointed to manage the business)
- Certificate of good conduct for submission to the authorities
- Extract from the central trade register (for companies)
- Extract from the driving aptitude register (FAER)
Note: The competent authority may request further documents.
Approval may only be granted if the approval requirements are met. This is the case if
- the safety and efficiency of the business are guaranteed
- there are no facts indicating the unreliability of the applicant as an entrepreneur or the persons appointed to manage the business,
- the applicant as entrepreneur or the person appointed to manage the business is professionally qualified and
- the applicant and the companies commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
The fee is calculated on the basis of the Cost Ordinance for Official Acts in Paid or Commercial Passenger Transport by Motor Vehicle (PBefGKostV).
Basis of the fee calculation:
- Number of vehicles
- the term of the permit
Application by submitting the application form and the required supplementary application documents;
Application review;
Initiation of the hearing procedure with the participation of the Chamber of Industry and Commerce, the LRÄ, in particular the lower transport authorities, the trade associations, the Office for Occupational Safety, etc
Granting of the permit by means of an official decision; once the permit has become legally binding, the permit certificates are handed over.
The processing time varies from authority to authority. As a rule, the responsible authority will decide on your application within four to six weeks."
As a rule, the authority decides within three months. Exceptionally, the authority may extend this period by a maximum of three months if necessary."
Responsibility lies with the lower traffic authority of the respective independent city or district.
