You can obtain an overview of the local location of a parcel of land and the available surveying documents by inspecting the real estate register.
Every citizen, every company and every public body can inspect the official surveying databases. This includes, in particular, the data of the real estate cadastre with information on parcels of land and buildings. A legitimate interest must be demonstrated for the inspection of owner data.
Documents in the form of an application are only required if the inspection takes place at the cadastral and surveying authority and the website is not sufficient.
In particular, when inspecting the documents of the real estate cadastre on which the geometric verification of the properties is based, the parcels of land concerned must be indicated in preparation at the authority.
There are no special requirements for inspection.
Inspection only means being allowed to inspect. Extracts, written information or a copy of documents are not issued by the cadastral authority.
The inspection of a specific part of the real estate cadastre (owner data of the real estate register) is subject to data protection (personal data) and can only be carried out by persons or bodies with a legitimate interest, e.g.
a) Property owners,
b) authorized users or
c) persons with another legitimate interest
can be made. Pure curiosity must be excluded.
No fees are charged (cf. § 32 para. 2 no. 9 Thuringian administrative cost regulations for official surveying (ThürVermGeoG), see link below).
The use of the geodata viewer with its viewing options is free of charge (see Section 3 ThürVwKostOVerm, see link below).
The procedure is divided into
a) Inspection of freely available data (use of the website):
The use of the web service (see link below) is sufficient for the exclusive viewing of graphic data of the real estate cadastre. This is a freely accessible application (open data) without restrictions on use. An application is therefore not necessary.
b) Inspection of data that is not freely available (inspection at the land registry and surveying authority):
A written or verbal application is made to the cadastral and surveying authority, the Thuringian State Office for Land Management and Geoinformation (TLBG), to clarify which data would like to be inspected; in the case of owner data, the legitimate interest must be demonstrated (-> i.e. a conclusive justification must be provided). An appointment is then usually made with the land registry and surveying authority to inspect the required documents.
To ensure that the authority has the correct documents available, the parcel of land concerned must be specified in advance, stating the district, parcel and parcel number or postal address.
There is no deadline for using the web service, which is available at any time.
The processing time for written or verbal applications is five working days.
