If you want to transport more than nine people by motor vehicle in Germany outside of regular services, you need a permit for occasional transport. This can be, for example, rental bus transport, excursions or vacation destination trips.

Formal application:

Name as well as place of residence and place of business, for natural persons birthday and place of birth.

Beginning and end of the requested period of validity

Information on the number, type and capacity (number of seats) of the vehicles to be used.

Supplementary application documents and evidence of the existence of the licensing requirements in accordance with § 13 PBefG:

Certificate of good conduct, extract from the Central Commercial Register

Clearance certificates from the social insurance agency, the employers' liability insurance association, the tax office and the municipality with regard to proper tax payment

Proof of financial capacity as well as the IHK certificate of competence

The fee is calculated on the basis of the cost regulation for official acts in the paid or commercial passenger transport with motor vehicles (PBefGKostV).

Application review

Initiation of the hearing procedure with participation of IHK, LRÄ, in particular the lower traffic authorities, the professional associations, the office for occupational health and safety, etc.

Issuance of the permit by means of a notice,

once the decision has become legally binding, the approval documents are handed over.

The processing time is usually four to six weeks.

A decision on the application must be made within 3 months. This period may be extended by another 3 months.
