In order to use the professional title "veterinarian" in the Federal Republic of Germany and to practice the veterinary profession, a separate professional license, the Approbation, is required.

The basis for practicing the veterinary profession is a successfully completed university degree in veterinary medicine. In addition, a separate professional license is required to use the professional title "veterinarian" in the Federal Republic of Germany and to practice the veterinary profession. This professional license is the Approbation. The requirements for obtaining a license to practice are laid down in the Federal Veterinary Code.
If the requirements for the granting of a license to practice medicine in accordance with the Federal Veterinary Code are not met, the professional license can alternatively be granted by means of a permit to temporarily practice the veterinary profession. A permit for the temporary practice of the veterinary profession can be granted on application to persons who can provide evidence of having completed training for the veterinary profession. On this basis, the professional license can be granted for a maximum of 4 years. A further extension is only possible in a few special cases.
With a few exceptions, this does not apply to nationals of a member state of the European Union, of another state party to the Agreement on the European Economic Area or of a state party to which Germany and the European Community or Germany and the European Union have granted a corresponding legal entitlement by treaty, who have acquired a certificate of training in one of these states or who present an equivalent certificate of training, as these applicants are generally entitled to obtain a license to practice medicine.

Erforderliche Unterlagen

Documents are required to prove that the requirements for the granting of a license to practice veterinary medicine in accordance with the Federal Veterinary Licensing Regulations have been met - deviations are possible:

  • Application for permission to temporarily practice the veterinary profession
  • Proof of citizenship (certified copy of identity card, passport or proof of identity)
  • proof of completed training for the veterinary profession (veterinary diploma, examination certificate or other proof of veterinary qualification/training)
  • if applicable, certified proof of recognition of asylum, permission under the Residence Act or possession of a naturalization certificate
  • Signed curriculum vitae in tabular form: up-to-date, concise and with a detailed, complete description of the applicant's education and professional career
  • Certificate from the future employer about the employment opportunity and justification (e.g. employment contract, needs assessment)
  • Proof of no criminal record, certificate of good conduct for submission to an authority (this proof must not be older than 3 months at the time of application)
  • Medical certificate confirming that you are medically fit to practise the veterinary profession (no official medical certificate required, this certificate must not be older than 3 months at the time of application).
  • If applicable, proof of sufficient language skills*.

* In Mecklenburg-Vorpommern, proof of the language skills required for practicing the profession must be provided in a personal interview.

The documents can be sent to the competent authority without any specific formal requirements.
Note: Documents in a foreign language must be accompanied by a German translation. The translation must be carried out by an officially sworn document interpreter. Diplomas and certificates of veterinary training must be submitted as certified translations.

Voraussetzungen

Permission to temporarily practise the veterinary profession in accordance with Section 2 in conjunction with Section 11 of the Federal Veterinary Code may be granted if the applicant

  • has not been guilty of any conduct that makes him/her unworthy or unreliable to practise the veterinary profession
  • is not unfit in terms of health to practise the profession
  • has provided proof of having completed training for the veterinary profession
  • can provide evidence of the possibility of practicing the veterinary profession in a non-self-employed capacity (e.g. through an employment contract or promise of employment).

The competent authority decides on the granting of the license. In accordance with §11 of the Federal Veterinary Code, the permit can be limited to certain activities and employment positions. It is only granted for a maximum total period of 4 years and is revocable. In the case of certain exceptions, the period may be extended.

Kosten

In Mecklenburg-Vorpommern, an administrative fee of between EUR 82.00 and 123.00 is charged for issuing a temporary veterinary license in accordance with the Ordinance on Costs for Official Acts of the Veterinary Administration (Veterinary Administration Costs Ordinance - VetKostVO M-V). The determination of the fee within this range is based on the administrative costs incurred.
