For larger construction projects, send an advance notice to the responsible occupational health and safety authority at least two weeks before setting up the construction site. You must also post this advance notice visibly at the construction site and adapt it in the event of significant changes.

As the owner of the construction site, you or your authorized third parties must provide the responsible occupational health and safety authority with advance notice at least two weeks before the construction site is set up if

• the expected duration of the work is more than 30 working days and more than 20 employees are scheduled to work on the construction site at the same time over a period of at least one shift, or
• the scope of work is expected to exceed 500 person-days, where a person-day includes the work performed by one person over one work shift.

Setting up the construction site begins with the essential preparatory work at the site of the construction project that is required immediately before it is carried out, for example, setting up welfare facilities, installing supply and disposal facilities, delivering construction materials, machinery and equipment.

You must also post the advance notice on the construction site in a visible manner that is unobstructed by outside influences and weather and is legible.

In the event of significant changes, you must update the posted advance notice. It is not necessary to resubmit it to the responsible occupational health and safety authority.

Significant changes that require an adjustment of the advance notice include, for example.

• Change of the building owner or the commissioned third party,
• first-time appointment of a coordinating person or subsequent change of this person,
• shortening of the duration of the construction work, if this means that more work has to be done at the same time or in unplanned shifts,
• first-time employment of employees from several employers or use of subcontractors,
• significant increase in the maximum number of employees working at the same time or in the number of employers or in the number of companies without employees.

• The anticipated duration of the work exceeds 30 working days and more than 20 employees are scheduled to work on the site at the same time for a duration of at least one work shift, or
• the scope of work is expected to exceed 500 person-days, where a person-day is the work performed by one person over one work shift.

If advance notice is necessary:

• Compile the necessary information.
• Submit the advance notice to the responsible occupational health and safety authority.
• Post the advance notice at the job site as soon as the job site setup begins.
• In the event of significant changes to the content of the advance notice, check whether you need to adapt the posted advance notice and replace it immediately.

• Transmission of the advance notice: at the latest 2 weeks before the construction site is set up.
• Posting of the advance notice: at the latest when the construction site is set up.

Rule of thumb: As a rule, advance notice is required if the construction activities require the deployment of at least 4 employees over a period of more than 6 months.

You are acting contrary to regulations if you intentionally or negligently fail to provide the competent authority with a required advance notice, or fail to do so correctly, completely or in a timely manner.
Check whether you must prepare a safety and health protection plan (SiGe plan) and a document for subsequent work in addition to the advance notice of the establishment of a construction site.
