If you want to transport a load with a particularly large vehicle on public roads, or if the load exceeds the legal dimensions, you must apply for a permit.

Large and heavy transports are vehicles or their loads that exceed the legal dimensions and weights.
You require a permit and/or a special permit for the transportation of vehicles and trains on public roads if either

• the load
• the dimensions
• the axle load or
• the total weight

exceeds the legally permitted limits.

The written application should include

• Period of validity
• Exact route
• Dimensions, axle load and total weight details
• Address of the applicant
• Written disclaimer
• If applicable, an exemption permit in accordance with § 70 StVZO if not only the load deviates from the permitted dimensions, but also a special vehicle is used that does not comply with the StVZO even when unloaded

• You do not apply for transportation by rail or water.
• Suitable roads must be available.
• You must be transporting an indivisible load. Special provisions apply if there are several parts.

You can apply for a permit for large and heavy goods vehicles in writing or online. For the federal state of Mecklenburg-Vorpommern, this must be submitted to the Mecklenburg-Vorpommern State Office for Road Construction and Transport in Rostock.

If you wish to submit the application in writing:

• Complete the RGST 2013 form "Application and notification for the execution of oversized and/or heavy goods traffic concerning the transportation of loads with excessive dimensions and/or weights".
• If necessary, the authority may consult you for further information.
• The competent authority will examine your application and decide whether the permit can be granted.
• Under certain circumstances, the permit may be granted subject to conditions.
• Once the review has been completed, you will receive the permit or rejection and the fee notice in writing.

If you wish to submit the application online:

• You submit the application and all required documents via the "VEMAGS" online portal.
• If necessary, the authority may hear you for further information.
• The competent authority will review your application and decide whether the permit can be issued.
• Under certain circumstances, the permit may be granted subject to conditions.
• Once the review has been completed, you will receive the permit or rejection and the fee notice online via the portal.

The specified processing time only applies without a hearing. Longer processing times are to be expected for static recalculations of bridge structures, complex hearing procedures and inquiries from other federal states.

Permits/approvals are issued by the road traffic authority in whose district the journey begins or in whose district the business premises or branch office is located.

The following authority is responsible for permits in accordance with Section 29 (3) or exemptions in accordance with Section 46 (1) No. 5 of the Road Traffic Regulations (StVO) in Mecklenburg-Vorpommern:
