The Schleswig-Holstein Continuing Education Act (WBG) regulates educational leave (for educational leave) for employees in Schleswig-Holstein.
Educational leave - known as Bildungsfreistellung in Schleswig-Holstein - is an important component of continuing education and a building block in the concept of lifelong learning. Educational leave is regulated in the Schleswig-Holstein Continuing Education Act (WBG) of March 6, 2012.
The WBG largely corresponds to the continuing education laws of other federal states. It contains four main sections:
- the right to further education,
- the educational leave,
- the continuing education commission and
- official recognitions.
Employees in Schleswig-Holstein, including trainees, are generally entitled to five days of paid time off from work per year to take part in educational events in accordance with the WBG, known as educational leave. The prerequisite for taking educational leave is that the educational event has been recognized. These educational events are part of general, political and vocational further education. Educational events are recognized upon written, formal application by the organizer.
In addition to this recognition of educational leave events, the WBG also regulates the independent state recognition of providers and institutions of continuing education. These providers and institutions must be based in Schleswig-Holstein. The recognition of providers and institutions is a voluntary measure for the protection of participation and for quality assurance as a state "seal of quality". These providers and institutions can be recognized by the label "state-approved provider/state-approved institution of continuing education".
The requirements for the recognition of educational leave are regulated in the Bildungsfreistellungs- or TRAVO in conjunction with the WBG.
The following fees are charged. For the
- Recognition of an educational release event: 69.00 euros,
- Withdrawal of an application for recognition after factual processing has begun: 34.00 euros,
- Amendment of a recognition: 34.00 euros,
- Rejection of an application for recognition: 55.00 euros,
- Revocation of recognition: 268.00 euros.
- The employer should generally be notified of the intention to claim training leave at least 6 weeks before the start of the training event.
- The application for recognition of further training events in accordance with the WBG should be submitted to the Investitionsbank at least 10 weeks before the start of the event.
- Applications for state recognition of providers and institutions are subject to a specific form and can be submitted on an ongoing basis. Recognition is granted for a limited period of time.
