A spatial impact assessment is used to identify competing land use requirements at an early stage and coordinate them in individual cases. In addition, compromise lines can be identified and conflicts can be defused before the actual planning approval procedure. Due to its interdisciplinary nature, it is particularly suitable for reconciling the often conflicting planning and utilization claims and includes the examination of route and location alternatives. With the help of the environmental impact assessment, which is integrated into the procedure, the spatial impact assessment is also aimed at averting encroachments on areas worthy of protection or reducing unavoidable encroachments and environmental impacts to a tolerable level.
The result of a spatial impact assessment has no direct legal effect on project developers or individuals. It does not replace permits, planning approvals or other official decisions on the permissibility of a project. However, the result of the assessment must be taken into account in subsequent approval procedures. Due to the rather binding nature of the assessment and the lack of direct external legal effect, the result of a spatial impact assessment cannot be challenged with a legal remedy.

As a citizen, company or representative of public interests, you can participate in an ongoing spatial impact assessment after the announcement by submitting a statement. You have at least one month to do so.
By participating, you can contribute to the assessment.
You can comment on the spatial impact assessment or submit a statement from the public announcement onwards. Comments should be submitted electronically.
- The competent authority collects and reviews all comments received. It takes into account all private and public interests.
- The spatial impact assessment concludes with an expert, non-binding opinion.
- You cannot appeal against the result of the spatial impact assessment, as this assessment has no direct legal effect. However, the result can be reviewed if an appeal is lodged against an approval decision in the subsequent planning and approval phase.
