House numbers are assigned by the competent authority on the basis of building applications, notifications of building measures or at the request of the owners. Street names and house numbers are used for orientation in the city or municipal area and fulfil an organisational function for all personal or location-related data. The assignment of house numbers is of particular importance for the registration of residents, the post office, the police and the accessibility of residents by emergency services.
In order to integrate new buildings into an existing sequence of house numbers, it may be necessary to change existing house numbers.
Note: In the case of new buildings in the exemption procedure and in the context of a simplified building permit procedure, a separate house number notice is issued; in this case, you do not have to apply for the house number individually.
Enforcement
It is the responsibility of the competent authority as general regulatory authority to check whether a house number has been affixed by the owner of the property/house. The local house number signage is also checked in case of complaints. The property owner is then requested to provide a visible house number.
Numbering systems
Two equivalent systems are practised for the arrangement of house numbers:
- The so-called Paris system, with a kind of zip system (the numbering starts at the end of the street facing the city centre on the left with 1 and on the right with 2 and then runs separately even and odd to the other end of the street, whereby it often happens that numbers that are numerically adjacent to each other are not opposite in reality due to the different sizes of the individual properties).
- The so-called Berlin system, with a circulating house numbering (the numbering sequence begins on one side of the street with 1, continues without interruption to the end of the street and then runs back on the other side of the street).
