The development plan (B-Plan) contains the legally binding regulations for the urban development order. For example, the B-Plan contains provisions on the type and extent of building use, the construction method, the areas of the site that can be built over, the position of the buildings, the permissible number of storeys and the permissible roof shape. The accompanying explanatory memorandum sets out the objective and purpose of the planning and explains the provisions in the drawings and text.
There is not a B-Plan for every area. If your building project is to be constructed in an area without a B-Plan, but within a coherently built-up district, your building project must fit in with the character of the immediate surroundings and the development must be secured. If your building project is to be realised in an external area according to building planning law, development is generally out of the question.
If you are requesting information on a specific plot of land, you should bring information on the corresponding plot of land (e.g. district, parcel and plot number).
Anyone may inspect the development plan. Upon request, the city or municipality must provide information on the contents.
- Since 13 May 2017, the B-plans currently being drawn up must also be posted on the city's/municipality's internet and on the internet-based Central State Portal for Urban Land Use Planning.
- The city/municipality shall also make the B-plans adopted after completion of the aforementioned preparation procedure available to the public here.
