Application for state recognition of professional qualifications in the fields of social work and curative education (state recognition of German qualifications)

Professional practice in social work fields is partly linked to state recognition as a social worker*, social pedagogue, childhood pedagogue or curative pedagogue. Graduates of a state or state-recognised university of applied sciences in Saxony or the Berufsakademie Sachsen / Duale Hochschule Sachsen with a diploma or bachelor's degree in the fields of social work (e.g. social work, social work, social pedagogy) or curative education receive state recognition upon application if the requirements are met.

State recognition entitles the holder to use the corresponding professional title:

• state-recognised social worker
• state-recognised social pedagogue
• state-recognised childhood educator or state-recognised childhood educator
• state-recognised curative teacher

State recognition granted in another federal state is equivalent to state recognition under Saxon law.

Please submit the original or an officially certified copy with your application:

if you are studying at a university of applied sciences (FHS) in Saxony or the Berufsakademie Sachsen (BA):

• informal written application (with date and handwritten signature)
• complete curriculum vitae in tabular form (with date and handwritten signature)
• officially certified copy of the diploma and certificate (BA) for the diploma or bachelor's degree obtained at an FHS in the fields of social work, childhood education or special education
• officially notarised proof of the professional internship (not applicable for BA)
• officially notarised proof of having passed the colloquium (not applicable for BA)
• extended certificate of good conduct (FZ) of document type "OE" stating the purpose "State recognition as ..." and the recipient authority "Landesdirektion Sachsen, Referat 23, 09105 Chemnitz"

for determining the equivalence of a foreign qualification:

• written application (with date and handwritten signature)
• Certificate of the educational qualification
• Diploma Supplement or corresponding proof of the course content taught in the foreign training programme (curricula)
• Proof of the scope and content of internships during the degree programme
• Proof of existing work placements or periods of professional practice - A certificate of authorisation to practise the profession in the country of training
• complete curriculum vitae in German (with date and handwritten signature)
• Proof of identity (identity card or passport)
• if applicable: proof of change of name
• Declaration as to whether and, if so, when and with what result you have already submitted a corresponding application, taken an aptitude test or completed an adaptation period
• Proof of proficiency in the German language at level B 2

Applicants with training in a third country must submit the documents in the form of officially certified copies. However, if the applicant obtained their qualification in an EU country, Norway, Iceland, Liechtenstein or Switzerland, simple copies of the original documents are generally sufficient.

for the granting of state recognition:

• extended certificate of good conduct (FZ) of document type "OE" stating the purpose "State recognition as ..." andthe recipient authority "Landesdirektion Sachsen, Referat 23, 09105 Chemnitz"

• if you as the applicant have not had your main residence in the Federal Republic of Germany for the last 10 years, additionally: Certificate of good conduct issued by the authority responsible for your main residence

If this certificate is not issued within four months of the application, the Saxony State Directorate may demand or accept an affidavit in lieu of an oath regarding previous convictions.

Certificates of good conduct (for foreign qualifications) must be applied for once equivalence has been established.

For applicants with a foreign qualification, a European certificate of good conduct or, for applicants from third countries (non-EU countries), a certificate of good conduct from the third country including a recognised translation is required under certain conditions.

Please note: Foreign-language documents must also be enclosed in the original or as an officially certified translation. The translation must be carried out by a publicly appointed and sworn translator in Germany or a publicly appointed and sworn translator in the EU (see EU database).

With a degree in Saxony:

• You have a diploma or a bachelor's degree in the fields of social work, childhood education or special education.
• You have completed a professional internship which was concluded with a final colloquium and which comprised two practical semesters of study if you have a diploma, or at least 100 days of study-integrated or postgraduate internships if you have a bachelor's degree. If you have obtained your Diploma or Bachelor's degree in a part-time degree programme and can provide evidence of at least two years of corresponding work experience, the work placement is not required.
• You have the German language skills required to practise the profession.
• You have the necessary reliability to work in the desired profession.

In the case of foreign training

in the fields of social work, curative education or childhood education:

• Determination of the equivalence of your qualification obtained abroad to a comparable qualification at a university of applied sciences or university of cooperative education in the Free State of Saxony.
• A statement of equivalence in accordance with the Saxon Professional Qualifications Assessment Act (SächsBQFG) is required. Determination of equivalence by other federal states or the Central Office for Foreign Education, for example, is not sufficient.

• state recognition without obtaining an expert opinion: EUR 60.00 to 200.00
• state recognition with obtaining an expert opinion: EUR 205.00 to 700.00 (possibly reduced if the application is rejected)

For foreign qualifications:

First submit a written application for equivalence to the competent authority.

• After examining your application documents, an expert opinion will be drawn up and you will receive an interim decision on the result of the examination.
• If there are significant differences in the content of your training, it will be checked whether and to what extent your relevant professional experience compensates for these deficits in full or in part.
• If this is not the case, you may be required - at your discretion - to either successfully complete an adaptation period or pass an aptitude test. - If the assessor comes to the conclusion that only an adaptation period is possible, this option does not apply.
• If all requirements are met, submit a written application for state recognition of your professional qualification. This will be confirmed with a certificate.
