Stakeholders are involved in the definition of the urban redevelopment area, the creation of the urban development concept and the implementation of the individual measures.

The aim of this participation is

• discussing the intended municipal plans and measures with those affected and
• to encourage participation in the development measure.

The implementation of an urban redevelopment project is a long-term process. Stakeholders are involved on an ongoing basis. The participation of those affected is required by law when the urban redevelopment area is defined, when the urban development concept is drawn up and when the individual measures are implemented.

The municipality can (but does not have to) define the urban redevelopment area as a redevelopment statute. In this case, the standard model procedure for drawing up the redevelopment statutes in accordance with Section 165 BauGB applies:

1. Decision to draw up
2. Preparation of the statutes
3. Involvement of the affected authorities and other public agencies or formal involvement of the authorities and other public agencies
4. Participation of the affected public or public display
5. Examination of the comments
6. Weighing up, resolution
7. Publication
