Distance learning courses teach the subject matter exclusively or predominantly in spatial separation between teachers and learners on a contractual basis in return for payment, whereby learning success is monitored.

Distance learning therefore takes place on a very individual basis and with free time allocation.

Vocational distance learning courses must comply with the objectives of vocational education according to the Vocational Education and Training Act (Berufsbildungsgesetz) or other legal provisions on vocational education and training in terms of content, duration and objective and the manner of implementation. Advertising and information, agency activities and the drafting of contracts must comply with the requirements of the Distance Learning Protection Act.

• Admission fee: 150 % of the course sales price, minimum € 950.00
• For admission after initial provisional admission: 200 % of the course sales price, at least € 950.00

Prior to approval, distance learning courses are examined to determine whether the stated course objective can be achieved with the distance learning course. Both the technical aspects and the didactic approach are examined.

Approved distance learning courses receive an approval seal with an approval number. The organizers must list this approval number in the information material as a verifiable reference to the state approval granted.

Approval shall be deemed to have been granted if no decision on approval has been taken within three months of receipt of the complete documentation.

The application must be submitted in good time so that the admission test can be completed before the distance learning course is distributed.

This is usually 3 months.

In the case of difficult procedures, the deadline may be extended once by the Staatliche Zentralstelle für Fernunterricht.

No approval is required for distance learning courses whose objective is exclusively to supplement other, self-contained, independent educational offerings and which are suitable only in conjunction with other educational offerings. In the case of these supplementary courses, the contract must comply with the requirements of the Distance Learning Protection Act. Their distribution must be reported to the State Central Office for Distance Education.

Distance learning courses convey the learning material in spatial separation between teachers and learners.
