As a responsible person, you may only handle or traffic with explosive substances if you have an official certificate of competence for handling and/or traffic with explosive substances in accordance with the Explosives Act.
Responsible persons or supervisors include, in particular, plant managers, authorized blasters, plant foremen, technical supervisory personnel in explosive ordnance disposal and warehouse managers as well as persons who are appointed to transport explosive substances, to transfer them to others or to receive these substances from others.
Only natural persons may apply for a certificate of competence for the handling and/or transportation of explosive substances.
As an applicant, you will generally receive a certificate of competence for the handling and/or transportation of explosive substances in accordance with the Explosives Act if you are
- reliable
- competent and
- are personally suitable,
- and have reached the age of 21.
You must have completed a state-recognized specialist training course. However, only persons who can present a clearance certificate may take part in such a course.
The certificate of competence for handling and/or dealing with explosive substances in accordance with the Explosives Act is only issued on application. It can be restricted in terms of content, limited in time and, even retrospectively, subject to conditions.

- For foreign nationals: Certificate of good repute in a certified translation from the competent judicial or administrative authority in your home country or country of origin (e.g. extract from the criminal record). The certificate should not be older than three months. Otherwise, only facts that have been confirmed by the competent authority in your home country or country of origin may be considered as evidence.
As an applicant, you will receive a certificate of competence for handling and/or dealing with explosive substances in accordance with the Explosives Act if you are
- a natural person,
- reliable,
- competent and
- are personally suitable and
- have reached the age of 21
You can submit the application in writing or electronically.
Once you have submitted the application and all documents are complete, the competent authority will check whether all requirements for the issue of a certificate of competence in accordance with Section 20 SprengG have been met.
If all documents are complete, you will receive the requested certificate of competence.
The certificate of competence entitles the holder to work for a company with a permit in accordance with Section 7 of the Explosives Act.
If the qualified person wishes to work independently, an application for a permit in accordance with Section 7 of the Explosives Act must be submitted.
