n North Rhine-Westphalia, in order to obtain the status of a protected architectural or garden monument, an object must be entered in the list of monuments maintained by the competent lower monument authority. This can be done "ex officio, at the suggestion of the owner or at the request of the relevant monument authority". For this purpose, the monument value must be examined, described and justified on the basis of the criteria set out in the Monument Protection Act.
