The land use plan shows the main features of the urban development uses intended by the planning municipality and differentiated for the individual areas (e.g. residential areas, commercial construction areas, traffic areas, green areas, forest areas, agricultural areas).
If the municipality wishes to change the type of planned land use in one or more areas of the municipal territory, it must amend the existing land use plan.
The land use plan has no direct legal effect on citizens (exception: concentration zones, e.g. for wind turbines), but only binds the municipality itself and other specialist planning bodies. No legal claims can therefore be derived from its graphic and textual representations, in particular the right to be granted planning permission for a specific plot of land or claims for compensation.
The representations in the land use plan serve as the basis for development plans, which contain legally binding stipulations for all citizens regarding the use and buildability of land.
