If you handle explosive substances, e.g. explosives, black or nitrocellulose powder or pyrotechnic articles commercially or wish to trade in them, you have certain obligations to notify the competent authority.
If you handle or trade in explosive substances as part of your commercial activities, you must notify the competent authority of the following:
- the commencement of operations,
- the opening of a branch office or a non-independent branch,
- the cessation of operations or activities, the closure of a branch or a dependent branch office,
- the appointment or dismissal of a person entrusted with the management of the business, a branch or a dependent branch office and
- in the case of legal entities, the change of a person appointed to represent the company in accordance with the law, articles of association or partnership agreement.
There is a duty of notification for the sale of pyrotechnic articles of categories F1 and F2 (e.g. for New Year's Eve) and for the search for explosive ordnance (clearing sites).
If you, as a specialist company in explosive ordnance disposal, receive an order for explosive ordnance disposal or detection, you must notify the competent authority responsible for explosives law immediately of the opening of a clearance site and the commencement of the work two weeks before the start of this work, and of the cessation and closure.
The person responsible for managing the clearance site must be named in the notification of the opening of a clearance site. Any changes must be reported immediately.

- You must make a notification and submit all the necessary documents.
- The documents will then be checked by the competent authority.
- If there are any questions or uncertainties, the authority will contact you and invite you to a personal interview if necessary.
The notification must be received by the competent authority no later than 14 days before the intended commencement of operations, the opening of a branch office or a dependent branch office, and immediately upon the hiring or closure, appointment or dismissal of a responsible person.

- If you handle or deal with explosive substances as part of a commercial activity, you must notify the competent authority of certain activities.
- The most common reasons for notification are the sale of fireworks on New Year's Eve, the opening or closing of a branch and the notification of a clearance site in connection with the search for explosive ordnance.
