Anyone wishing to hold a public assembly (rally, procession) in the open air must register it with the Citizens' and Public Order Office at least 48 hours before the announcement in accordance with § 14 VersammlG.
- The Department of Regulatory Affairs advises applicants on the details of the assembly. In the event of ambiguities or more extensive planning requirements, the Citizens' and Public Order Office will invite you to a cooperation meeting in which ambiguities can be clarified and any problems solved together with the police.
- Depending on the type and scope of the assembly, conditions may also be imposed, such as the provision of stewards to ensure order within the assembly. The assembly can also be banned or dissolved if, according to the apparent circumstances, public safety or order is directly endangered when the assembly is held.
- The assembly can be registered in person or in writing (letter, email, fax).
- Every public assembly must have a leader. In principle, a public assembly in the open air must be registered with the competent assembly authority at least 48 hours prior to the announcement, stating the subject of the assembly or procession.
- This means that before an assembly is advertised publicly, for example by distributing flyers, or a call for participation is posted on an open social network, it must be registered with the assembly authority.
- The assembly authority in the municipality of Bremerhaven is the Citizens' and Public Order Office.
You can register a meeting via the online service, in person or in writing.
The registration must contain the following information:
- Name and address of the notifying person (private individual or organization).
- Name and address, telephone and fax/email of the person chairing the meeting.
- Place, time and topic of the assembly.
- In the case of processions, the planned route.
- If an assembly is moving, all streets and squares affected.
- If the deployment of stewards is planned, their expected number.

- You do not need to register or create an account.
- You fill in the mandatory fields of the online service.
- You will receive a confirmation email to the email address you provided.
In writing (by e-mail, by post, by fax):
- You submit your registration of the assembly to the competent authority digitally or in analog form.
- Use the application form for this.
- Complete the application form.
- Check your details for completeness
- Send the application to the competent authority by post, e-mail or fax.
Then:
- The Citizens' and Public Order Office will process your application and forward it to other authorities (e.g. police, road traffic authority) for approval. These authorities will provide feedback with possible indications of restrictive orders or threats to public safety that may justify such orders or a ban.
- As a rule, a cooperation meeting is then held between the Citizens' and Public Order Office and the police with the applicant.
- The registration is confirmed or a notice with restrictive orders or a ban is issued. No fees are charged.
