The state program LOS implements the smallest labour market projects in the city and districts of Bremerhaven, which strengthen the potential of socially disadvantaged people locally through support, activation and qualification. LOS is funded by the European Social Fund Plus (ESF Plus).
The LOS funding program finances local projects for socially disadvantaged people with up to 20,000 euros per project.
LOS specifically supports small projects and initiatives that are not included in other funding programs.
The target groups of the local micro-projects are socially disadvantaged people, in particular the long-term unemployed, people with a migration background, single parents and people with disabilities or health restrictions.

Further documents such as proof of qualifications, business registration, comparative offers in accordance with the "Guideline for the granting of project funding within the framework of the state program "Local Capital for Social Purposes" in Bremerhaven" (ESF funding period 2021-2027).
- The project must be backed up with concrete and verifiable objectives.
- The projects must be self-contained and last for a maximum of 24 months.
- The projects must not replace regular jobs.
- The project may not be started before approval.
- Public or private bodies, institutions with or without legal personality and natural persons based in Bremerhaven are eligible to apply. A company tax number is required for funding, a business registration is sufficient for sole proprietorships, and proof of the qualifications required for the project is sufficient for natural persons.
- Applicants must also have sufficient professional experience in working with the target group.
Applications are submitted on an individual basis. Applications can be submitted on an ongoing basis.
Applications must be submitted using the application forms provided by Bremerhaven City Council or the Office for Municipal Labor Market Policy. These can be found on the office's website.
A clearly measurable and verifiable project objective must be presented in the application; if possible, separately priced interim objectives should be specified. Intermediate objectives can be calculated with up to 50% of the total funding amount.
The Office for Municipal Labor Market Policy decides on the basic eligibility of the project.
The final decision on the approval of grants is made by a local decision-making body. A decision is only issued after the committee has voted. The objectives and interim objectives approved in the decision are binding and cannot be adjusted or changed during the course of the project.
