The red license plate is intended for dealers (e.g. vehicle manufacturers, dealers, workshops) for test, inspection and transfer journeys of otherwise unregistered vehicles. The license plate number, which is not permanently assigned to a vehicle, always begins with "06". Multiple use is also possible.
Note:
The red license plate must be used with the special vehicle registration booklet.
The license plate entitles the holder to the following journeys:
- Test drives:
Journeys to determine and prove the serviceability of the vehicle (§ 2 No. 23 FZV) - Test journeys:
Journeys to test the vehicle by an officially recognized expert or examiner for motor vehicle traffic or test engineer of an officially recognized monitoring organization including the journey of the vehicle to the test location and back (§ 2 No. 24 FZV). - Transfer journeys:
Journeys to transfer the vehicle to another location (§ 2 No. 25 FZV).
Journeys for other purposes are not permitted with this license plate!
Important:
- This is a service under municipal responsibility. The contact person is the department responsible for the place of operation.
- The decommissioning of red license plates (dealer license plates) is only possible at the registration office that allocated them.

- Proof of the need for red license plates for dealers
- There must be no arrears of fees and expenses from previous registration processes. In the event of arrears, the registration authority may not issue the license plate until these have been settled.
- An informal application is usually sufficient for the allocation of a red dealer license plate. This can be submitted in writing or in person to the registration authority. A representative can also be appointed with a written power of attorney.
- The registration authority issues a vehicle registration booklet.
- The insurance company is automatically informed by the registration authority about the allocation of the license plate.

Note:
Customers without an appointment will be served in parallel, with priority given to appointment customers.
Commercial registration requests will continue to be accepted without an appointment.
- Vehicles with this license plate are tax exempt and are subject to a flat rate motor vehicle tax of 46.02 euros for motorcycles or 191.73 euros for all other vehicles.
- An amendment to the Motor Vehicle Tax Act came into force on July 1, 2010. The following changes apply to registrations as of July 1, 2010:
- When registering a vehicle, a SEPA direct debit mandate is required to collect the motor vehicle tax. A SEPA direct debit mandate issued for the first taxation is also valid for subsequent years.
- Electronic confirmation of insurance (eVB):
You can obtain the confirmation of insurance regarding the motor vehicle liability insurance from the insurance company of your choice. In most cases, you can request the insurance confirmation from your insurance company by telephone.
Since March 1, 2008, the insurer can give you an insurance confirmation with a 7-digit alphanumeric VB number, which the registration authority uses to retrieve the insurance data electronically from the central database of the German Insurance Association.
