The small firearms license is required to carry weapons without a permit.

You need it if you want to carry alarm, irritant or signal weapons (SRS weapons). Incidentally, the weapons must bear a registration mark ("PTB" in a circle).

(To purchase and possess SRS weapons without this approval mark, you need a weapons possession card.)
You can freely purchase and possess SRS weapons if you are of legal age. However, you need the Small Weapons License if you carry these weapons outside of your pacified property (e.g. home, business premises). You must then carry the small firearms certificate with you in the same way as a passport or identity card. It is issued for an unlimited period. In the absence of personal suitability, e.g. criminal record, the small firearms license is not issued.

Important: The small firearms license does not entitle the holder to shoot with the above weapons outside the pacified property. This also applies to the shooting of New Year's Eve rockets with the appropriate attachment, as the projectiles leave the property. Incidentally, the carrying of e.g. a blank pistol is not suitable for protection against robbery. Arming rather increases the risk of escalation.
