If you need financial support to participate in school activities, as well as tutoring, meals and transportation, you may be eligible to receive education and participation benefits under certain conditions.
You can receive financial support through the benefits of the education and participation package. This will help you to take part in school activities as well as meals and transport. The support is aimed at young adults.
You can receive funding if you are eligible for
- Benefits under SGB II,
- the SGB XII,
- the AsylbLG or you
- the necessary needs cannot be met from your own income and assets or
- that of your family.
Funding is possible under certain conditions for the following areas:
- Excursions and one- and multi-day trips by schools
Covering the actual costs of participating in excursions and trips lasting one or more days at school. School trips must take place within the framework of school law. Costs are covered by personalized vouchers, direct payments to the service provider or cash payments.
- Personal school supplies
Funding for the purchase of personal school supplies, such as writing, arithmetic and drawing materials, sports clothing and school bags. The amount of funding varies between the first and second half of the school year and is adjusted annually. If you receive benefits under SGB II, SGB XII or AsylbLG, you are automatically entitled to the funding.
Payment is made automatically as part of these benefits and you do not need to submit a separate application for this. You only need to apply for the grant if you do not automatically receive it for personal school supplies. This may be the case for pupils over 15 years of age, for example, as a school certificate may be required. The above regulations also apply to the school supplies package.
- School transport
If you are dependent on school transport, you can get the actual costs of attending the nearest school for the chosen course of study reimbursed. The prerequisite for this is that the transport or the costs are not covered by third parties, such as the school authority. The state or local level regulates which distance between the place of residence or the school or institution is relevant and therefore not eligible for funding, as it does not have to be covered by public transport. Depending on the type of school, there may be differences in the relevant distance (e.g. differences between primary school pupils and secondary school pupils).
- Learning support
Learning support to supplement school lessons in order to achieve learning goals. The prerequisite is that there are no comparable school offers or other support, such as from the youth welfare office. The costs are covered by personalized vouchers, direct payments to the service provider or cash payments.
- Lunch at school
If lunch is provided by the school and consumed communally, the costs can be covered by personalized vouchers, direct payments to the service provider or cash payments. Lunch within the school must be the responsibility of the school.
If you receive SGB XII benefits (social assistance such as basic security in old age and in the event of reduced earning capacity or assistance with living expenses), you must submit an application if you want to receive benefits for education and participation (BuT). You will then receive, for example, goods and services (vouchers), direct payments to service providers and cash benefits.
- In principle, an application is necessary for the assumption of needs and services such as school trips, multi-day school trips, school transport or lunch for schoolchildren. All possible BuT services are considered to have been applied for through this application that you submit.
- There is no need to apply for personal school supplies (school allowance). Appropriate proof (usually a school certificate) is sufficient.
- An exception is the application for learning support . A separate application must be submitted for this.
- Notice of receipt of basic security in old age and in the event of incapacity for work (SGB XII) (as PDF or in written form)
- Depending on the area of funding: invoices, receipts and other evidence (as PDF or in written form)
- If applicable: school certificate (as PDF or in written form)
- If applicable: Power of attorney if the application is submitted on behalf of someone else (as PDF or in writing)
- You are already receiving basic security benefits in old age and in the event of reduced earning capacity (SGB XII).
- You submit an application for education and participation once. This means that you are deemed to have applied for all possible BuT benefits. The only exception is learning support. A separate application must be submitted for this.
- You submit the necessary proof of education and participation benefits to your local authority (e.g. social welfare office) or via the online portal.
- The responsible authority will check your notification and calculate your needs.
- The responsible authority will decide on your needs and inform you of the result.
- If your application is approved, you will receive an approval notice; if it is rejected, you will receive a rejection notice.
- In both cases, the notice contains the reasons for the decision. It also contains information about the possibility of appealing against the decision. It also contains information about the deadline within which you can appeal.
- If your needs are approved, the costs will be covered, depending on the individual case, through personalized vouchers, direct payments to the provider or cash benefits.

Children of recipients of basic social security who themselves receive “assistance with living expenses (HzL)” benefits must submit a separate “Education and Participation HzL application” online.
