If you want to carry a firearm in public, you must first apply for a firearms license.

If you have a weapon outside

• Your own apartment,
• your own business premises,
• Your own private property (for example your own garden) or
• a shooting range

If you want to carry a weapon with you ready to use, you need a permit (gun license). You must apply for the permit from the relevant authority. If you carry the weapon with you, you must have the gun license with you and be able to identify yourself with an identity card or passport.

• You are at least 18 years old
• You have a reasonable reason (need) for carrying the weapon
• You have no criminal record (reliability)
• You are not legally incapable and do not have a mental illness or drug addiction (personal suitability)
• You have knowledge of firearms regulations and the safe handling of weapons and ammunition, as well as skills in shooting firearms and knowledge of carrying a weapon in public
• You have liability insurance that covers personal injury and property damage up to a flat rate of 1 million euros
• You may be denied a gun license if you have not lived in Germany within the last 5 years.

• You submit the application together with the required documents.
• The responsible authority will examine your application.
• The responsible authority will issue you a firearms license if you meet the necessary requirements.

Up to several months

You will receive the gun license for a maximum of 3 years. You can extend the gun license twice for a maximum of 3 years.

Exceptions apply to the transport of weapons that are not ready to fire and are not accessible on the way to the hunt or to the shooting range and back.

If you move, you do not need to re-register your firearms license.

If you only want to carry blank-firing, irritant or signal weapons with approval marks from the Physikalisch-Technische Bundesanstalt in public, you only need the small firearms license, the issue of which is subject to less strict requirements.

To complete the application more quickly, you can use the NWR identification numbers (NWR-ID):

• Your PersonalNWR-ID (P- or F-NWR-ID) for your personal information
• the permit NWR-ID for the firearms permit (E-NWR-ID)
• the weapon or weapon part NWR ID (W or T NWR ID).

You will receive the NWR IDs upon application to the responsible weapons authority.

Contradiction

• Apply for a gun license
• Necessity of a permit (gun license) to carry a weapon outside of a home, business premises, fenced property, or shooting range.
• Application for a firearms license from the responsible authority is required.
• Obligation to carry the firearms license with you when carrying the weapon.
