Disabled people should, if possible, have the same opportunities as non-disabled people in training and work. However, they often have to overcome special barriers. The aim of the funding is to ensure long-term employability.
The benefits include cash and non-cash benefits for people with disabilities or those at risk of becoming disabled, as well as grants to employers. The possible benefits are standardized in Sections 49 to 63 SGB IX.
The benefits for severely disabled people or people at risk of disability include, in accordance with Section 49 Paragraph 3 and Paragraph 8 i. V. m. § 185 Abs. 3 SGB IX in particular:
  • Help to maintain or obtain a job, including services for activation and professional integration, e.g. through retraining, further education and professional training measures,
  • Vocational preparation including basic training required because of the disability,
  • individual company qualifications within the framework of supported employment,
  • professional adaptation and further training, even if the services include a school qualification required for participation,
  • vocational training, even if the services are carried out in school in a period that is not predominant,
  • Encouraging people to take up self-employment
  • other assistance to promote participation in working life in order to enable and maintain suitable and suitable employment or self-employment for disabled people, such as:
    • motor vehicle assistance
    • Cost of a necessary job assistance
    • costs for aids
    • costs of technical aids
    • housing allowances

Other services can be:
  • Supported employment benefits (§ 55 SGB IX)
  • Services in workshops for people with disabilities (§§ 56 ff. SGB IX) or from other service providers (§ 60 SGB IX)
  • Budget for work (§ 61 SGB IX)
According to § 50 i. In accordance with Section 185 Paragraph 3 SGB IX, severely disabled people and people of equal status receive various subsidies, e.g. for:
  • education grants
  • integration grants
  • Subsidies for work aids in the company
  • Partial or full reimbursement of costs for trial employment
  • Disability-friendly facilities for workplaces and training places
Services to compensate for extraordinary burdens

The type and amount of funding depend on the circumstances of the individual case. For example, some services are only aimed at severely disabled people and disabled people of equal status (§ 151 SGB IX).

Erforderliche Unterlagen

You must submit an application for benefits for participation in working life to the responsible rehabilitation agency (see procedure) or the integration office.
The other documents to be provided e.g
  • medical reports,
  • Cost estimates for disabled-accessible workplace design,
  • Employment contract,
  • payslip
depend on the circumstances of the individual case.
Application forms are available from the responsible rehabilitation provider (see procedure) or from the integration office.
Priority must be given to the services provided by the responsible rehabilitation provider. The Integration Office only has secondary responsibility if the services cannot be provided by other providers.

Voraussetzungen

Requirements for the services are:
  • There is or is a threat (for young people) of a disability.
  • This must not only be temporary, i.e. it must last at least six months.
  • You can no longer carry out your previous job or your initial professional integration is not possible without support.

Furthermore, there are special requirements depending on the type of service applied for. For example, some services are only aimed at severely disabled people and disabled people of equal status (§ 151 SGB IX). The requirements for support are checked by specialists from the rehabilitation providers (e.g. Federal Employment Agency, statutory pension insurance) and the integration offices.

Verfahrensablauf

Advice and information on all questions relating to the employment of severely disabled people is primarily provided by the pension insurance, the employment agencies and, if necessary, the integration offices.

The cost bearer is the responsible rehabilitation provider as part of the benefits for participation in working life or the integration office as part of the accompanying assistance in working life.

In any case, you must submit an application for benefits for participation in working life to the responsible rehabilitation provider or the integration office.
Priority must be given to the services provided by the responsible rehabilitation provider.
The Integration Office only has secondary responsibility if the services cannot be provided by other providers.
According to Section 6 SGB IX, rehabilitation providers for the provision of services for participation in working life can be:
  • the Federal Employment Agency (responsible for the first 15 years of insurance); for young people before initial vocational training
  • the statutory accident insurance providers (e.g. professional associations, public accident insurance providers) if the disability was caused by an accident at work in the company, an accident at school or on the way there, or in the case of an occupational disease
  • the statutory pension insurance providers (e.g. Deutsche Rentenversicherung Bund, formerly: Federal Insurance Institute for Employees, Deutsche Rentenversicherung Nord, formerly: State Insurance Institutions) if a pension payment can be avoided through vocational rehabilitation
  • the provider of old-age security for farmers
  • Providers of war victims' care and the providers of war victims' care within the framework of the law of social compensation for health damage, e.g. war and military service damage, vaccination damage or consequences of violent acts (supply office)
  • the providers of public youth welfare (youth welfare office))
  • the providers of integration assistance for the Free and Hanseatic City of Hamburg

The rehabilitation provider or the integration office checks whether the requirements are met and what form of support is necessary. The decision will be recorded in a written notice.
All rehabilitation providers and integration offices are obliged to provide information, advice and cooperation. The institution you contact first has the obligation to clarify responsibility quickly. The rehabilitation providers designate contact points* that provide information to those entitled to benefits, employers and other rehabilitation providers.
