If you want to build, operate a storage facility for flammable liquids with a flash point <23°C and a capacity of more than 10,000 liters or make certain changes that affect the safety of the facility, you must apply for a permit.

Storage facilities are rooms or areas that are used to store flammable liquids with a flash point <23°C and a total volume of more than 10,000 liters. These are systems that require monitoring.
You need permission from the relevant authority if you:

• would like to build and operate a storage facility
• want to make changes to the design or operating method that affect the safety of the system

Permission may be granted to you subject to the following restrictions:

• limited

• under conditions
• with conditions

If the facility requiring a permit is part of a facility requiring a permit, no separate permit will be issued. Approval includes permission.

• Description of the permanent retention volume
• Calculation of manufacturing costs
• Other facilities
• Test report from an approved monitoring body (ZÜS). The test report must confirm that the system can be operated safely if the measures mentioned are adhered to

Fees are charged for processing the permit application in accordance with the fee schedule for the areas of occupational safety and plant and product safety (ArbSchGebO HA).
The amount of the fee depends on the time required to review the application documents and prepare the permit.

The competent authority must decide on the application within three months of receiving it.

The permission expires if:

• You have not started construction of the facility within two years of the permit being granted
• You have interrupted the construction of the system for two years or longer
• You have not operated the system for a period of two years

For important reasons, you can apply to the licensing authority for an extension of the deadlines.

The application documents can also be submitted in digital form.
