If you have a filling point for flammable liquids with a flash point <23°C and a handling capacity >1. If you want to build, operate or make certain changes to the facility that affect the safety of the system, you must apply for a permit.

Filling points are systems that are permanently installed or used permanently at the same location and have a handling capacity of more than 1000 liters per hour. At filling points, transport containers are filled with flammable liquids with a flash point <23°C. This is a facility that requires monitoring.
You need permission from the relevant authority if you:

• would like to build and operate a filling station
• want to make changes to the design or operating method that affect the safety of the system

Permission may be granted to you subject to the following restrictions:

• limited
• limited
• under conditions
• with conditions

If the facility requiring a permit is part of a facility requiring a permit, no separate permit will be issued. Approval includes permission.

• Ex zone plan
• Explosion protection concept
• Fire protection information
• Description of the liquid-tight area
• Calculation of manufacturing costs
• Other facilities
• Test report from an approved monitoring body (ZÜS). The test report must confirm that the system can be operated safely if the measures mentioned are adhered to.

Fees are charged for processing the permit application in accordance with the fee schedule for the areas of occupational safety and plant and product safety (ArbSchGebO HA).
The amount of the fee depends on the time required to review the application documents and prepare the permit

The competent authority must decide on the application within three months of receiving it.

The permission expires if:

• You have not started construction of the facility within two years of the permit being granted
• You have interrupted the construction of the system for two years or longer
• You have not operated the system for a period of three years

For important reasons, you can apply to the licensing authority for an extension of the deadlines.

The application documents can also be submitted in digital form.

Contradiction:

• You can object to the decision within one month of the announcement.
• You must submit the objection to the responsible authority in writing or for recording.
