To take part in a course under the Explosives Act, you need a clearance certificate from the responsible authority.
If you want to take part in a course that teaches the specialist knowledge of acquiring and handling explosive substances in accordance with the Explosives Act, you need a clearance certificate.

- For applicants residing abroad: local certificate of good conduct
To receive a clearance certificate, you must meet the following requirements:
- You must be a natural person.
- You must be 21 years of age or older.
- You have to be reliable.
- You must be physically fit.
- You fill out the application form completely and submit it, including the documents listed in the application, to the responsible authority. You can also submit the application electronically.
- The authority checks your documents.
- If the documents and information required for processing are incomplete, the processing department will ask you to submit the missing documents.
- The authority will decide on your application.
- The notification will be sent to you by email or post.
- The fee notice will usually be sent to you later.
The application must be submitted in good time, no later than 3 months before the intended participation in a course. The clearance certificate is valid for one year.
