Do you want to transport people in a taxi on a commercial basis? Then you need a permit or a concession.

You need a permit or license to transport people by taxi for commercial purposes. You can submit a corresponding application to the traffic trade supervisory authority of the authority for traffic and mobility. It will be checked whether you as the applicant meet the required legal approval requirements.

• formal application with the following forms:
  Application for first grant
  Application for renewal (extension)
• Evidence of the professional suitability of the applicant or the person appointed to manage the business through a certificate issued by the Chamber of Commerce
• Asset overview / equity certificate (form of the professional access ordinance for road passenger transport PBZugV), not older than 12 months
• Certificate in tax matters from the tax office, clearance certificate from the municipality, the social security institution (health insurance) and the professional association BG Verkehr, not older than 3 months (from the company, the legal representative and the person appointed to manage the business/traffic management)
• Certificate of good conduct for submission to the authorities
• Excerpt from the commercial register
• Excerpt from the driving aptitude register (FAER)

General documents:

• vehicle list
• Vehicle registration document with the type of registration as a taxi
• business registration
• If there is an entry in the commercial register of the district court, then a current extract from the commercial register
• in the case of partnerships, the list of shareholders, the partnership agreement or other proof of contractual entitlement

• The safety and efficiency of the company is guaranteed
• There are no facts showing that the applicant is unreliable as an entrepreneur or that the person appointed to manage the business is unreliable.
• The applicant as an entrepreneur or the person appointed to manage the business is technically suitable (certificate from the Chamber of Commerce).
• The applicant and the entrepreneurs commissioned by him or her to carry out transport services have their place of business or their branch within the meaning of commercial law in Germany.

Appropriate consideration must be given to new applicants and existing entrepreneurs. Within the two groups, the consideration is based on the chronological order in which the application was submitted.
Irrespective of the application, priority is given to

• who does not intend to operate the taxi business as their main occupation,
• her or his taxi company has not operated as their main occupation or has sold or leased all or part of it within the last 8 years,
• has not properly fulfilled his or her operational obligations

An applicant may only be granted one permit at a time, provided that there are no more permits than there are applicants.
New applicants receive their approval for 2 years. During this period, the rights and obligations resulting from the approval may not be transferred.
In the case of legal entities under public law, the requirements are deemed to have been met.

The fees for issuing a taxi permit depend on the number of vehicles applied for and the duration of the permit. The fee is between EUR 100.00 and EUR 1,465.

First you have to submit the application by submitting the required documents.

• The traffic trade inspectorate at the authority for traffic and mobility will then process your application and carry out the necessary hearing procedures.
• You will then receive feedback on your application. In the positive case, a taxi license will be issued or re-issued, including the delivery of the approval documents.

Duration: 2 weeks to 3 months
Remark for further information on the processing time:
The processing time can depend, among other things, on whether all the documents relevant to the decision have been submitted or whether additional documents have to be requested.

Duration: 3 months to 6 months
Remark:
Deadlines only begin to run when an application capable of making a decision is submitted. If the application is complete, a decision on the application must be made within a period of 3 months. The deadline can be extended by three months if necessary

There are the following hints:
Applicants applying for a tax permit for the first time will receive their permit for 2 years. Re-issues (extensions) take place up to a period of 5 years.
No taxi permit is required for Velo Taxis. However, a special use permit may be required for the respective district.
