The Road Traffic Regulations (StVO) only provide for residents of resident parking areas to be entitled to a parking permit. All other interest groups - which also include companies, institutions, organizations, clubs and social institutions - can only be exempted from the regulations of the StVO in exceptional cases. Since there is generally no legal entitlement, exceptions for this group must always be examined on a case-by-case basis. Anyone who can prove that the vehicle is essential to the business and cannot be parked off the road or on company property can receive an exemption. For this individual decision, the State Transport Authority (LBV) must therefore obtain an overview of the respective operating situation in order to keep the number of people parking in competition with the residents in balance.

An administration fee of EUR 250.30 will be charged if an exemption is granted for one year. In the event of a rejection, the administration fee will be EUR 187.50. With the application there is no legal entitlement to the issue of a special permit.
Please note that a subsequent withdrawal of an application is also subject to a fee. In this case, there is a fee of 50% of the actual fee for issuing the exemption.
