Legal basis for vehicle sale without a purchase contract:
Section 13 paragraph 4 Vehicle Registration Ordinance
You can deregister your vehicle with a Hamburg license plate or a foreign license plate at the State Traffic Office,
- if you intend to sell it,
- if you are temporarily not using it or
- if you want to have it recycled.
When the vehicle is taken out of service (deregistration), its registration for use on public roads is terminated.
- After deregistration, you no longer have to pay insurance or taxes for the vehicle.
- The LBV will therefore inform your car insurance company and the customs authorities about the deregistration.
- After deregistration, the vehicle may no longer be driven or parked on public roads.
- You can reserve your license plate for one year for the purpose of re-registration
- the registration certificate I (vehicle registration)
- the license plates of the vehicle
Special feature if a vehicle has been sold but the buyer has not re-registered and there is no proper purchase contract:
- Valid identity card or passport with current registration confirmation from the vehicle owner
- an affidavit ; This can be submitted directly and personally by the vehicle owner to the Landesbetrieb Verkehr (LBV) or through a notary
- only the vehicle-related part (number plate) with the stamp sticker of the vehicle to be de-registered if only one vehicle is to be de-registered
- the common license plate part of the license plate if both vehicles are to be deregistered
- if you intend to sell it,
- if you are temporarily not using it or
- if you have it scrapped.
- Book an appointment online.
- Bring all necessary documents with you.
- Your request will be processed on site.
You can also deregister your vehicle yourself via the website of the responsible registration authority. The prerequisites for this are
- an identity card with electronic identity verification function
- new stamp stickers on the license plates and
- a new registration certificate part I (vehicle registration document).
The new stamp stickers and the new registration certificate have hidden but visible security codes. This can be identified by a printed number visible on the outside of the stamp stickers and by a silver sticker on the registration certificate part I (the vehicle registration document).

- You will receive an email. Confirm your reserved appointment using the link in the email.
- You will receive an appointment confirmation. Bring this with you to your appointment.
License plate reservation
If you only want to deregister the vehicle for a short period of time, you can reserve the old license plate for up to one year for re-registration (for the same owner and the same vehicle). This can only be done at the State Transport Authority (LBV) for Hamburg license plates (with HH) and is subject to a fee. The reservation is possible immediately after deregistration.
Export abroad

Travel after deregistration
After deregistration, the vehicle and the license plates previously assigned may be driven until the end of the day of deregistration if the journey is covered by the vehicle insurance. This means that vehicles from Hamburg can still drive directly to the storage location in Hamburg or in an adjacent registration district.
Decommissioning (deregistration) of a stolen vehicle
Only possible if the vehicle is registered in Hamburg. The license plate will be blocked for ten years, meaning it cannot be reissued. To do this, you will need to file a theft report with the police.
Vehicle sale without purchase contract
There must be a complete sales notice (the information about the purchaser and the vehicle is complete and correct).
Incomplete sales advertisement
If the information about the purchaser is incomplete or incorrect, the previous owner must submit an affidavit regarding the sale to the LBV. This requires the owner to appear in person and show a valid ID card.
In the case of legal entities, the affidavit is made by the person authorized to represent them. The authorization to represent must be proven.
The previous owner bears the costs at the end of the procedure.
The deregistration process can only be started three months after the vehicle has been sold.
- At the State Transport Authority, vehicles with both Hamburg license plates and foreign license plates can be taken out of service (deregistered).
