Elbkulturfonds

The Elbkulturfonds supports freelance artists and groups working across genres to develop large, innovative art projects for Hamburg. The aim is to network Hamburg's independent scene with national and international artists.

Apply for funding from the Elbkulturfonds. With 500,000 euros, Hamburg supports Hamburg artists/groups and non-commercial projects from all areas of the independent art and culture scene as part of the Elbkulturfonds.
Projects in the fields of visual arts, literature, music, dance, theater, performance, video, photography, art in public spaces and design are supported. The projects are to be developed for Hamburg and presented here. At the same time, the works are to have an impact on an audience and a specialist public beyond the city limits.
A five-member independent jury decides on the allocation of funds and recommends selected projects for funding.
The Elbkulturfonds stands for participation and is directed against discrimination. The Ministry for Culture and Media expressly welcomes applications from artists with motor, visual, auditory or cognitive impairments as well as applications whose projects enable or promote the cultural participation of people with disabilities.

In addition to the necessary general information (name and address of the applicant), the application must contain in particular the following information:

• a realistic financing plan that takes into account all expenses and income related to the purpose of the grant; this also includes any own and third-party funds that may be used (e.g. sponsorship funds)
• Project description (short version and long version)
• Schedule and event date(s) and location(s)
• Venue certificate (not mandatory)
• Short CVs of the main project participants

- You are a professional individual artist or group in the independent scene.
- You are a natural or legal person.
They can ensure proper management and are able to guarantee and prove that the funds are used for their intended purpose.

- Recommended: Advice by email or telephone on the eligibility of the project from the specialist department

- Before starting the online application process, you should have the following documents ready in PDF format:

During the application process you can upload the documents in PDF format.

- The online service is available from May 1st to June 1st (midnight). Please submit your application in good time and allow approximately 45 minutes for processing (depending on the case).

- As a freelance artist, you should always inform yourself about social security issues such as the application of the minimum fee, retirement provision and tax law.

- After the Authority for Culture and Media has made a decision on the application for a grant based on the recommendations of the expert jury, acceptances and rejections will be sent by email.

- After receiving a confirmation:

o Submit an updated financing plan based on the approved funding amount
o Grant recipients will receive a grant notification by post
o Funding calls by the grant recipients
o Implementation of the project

- After implementation of the project:

o Creating a usage report.

Duration: approx. 4 months until the result is announced.

The Ministry for Culture and Media awards the funding once a calendar year. Applications can be submitted online each year from May 1st to June 1st (midnight).
The grant is valid for the funding period from 1 January to 31 December of the following year.

- The funding volume per project is approximately 50,000 to 100,000 euros.
- The scope and amount of the grant depends on the recommendation of the expert jury. In principle, efforts to find private and/or public sources of funding are required.
- At the same time, the overall financing of the project to be funded must be guaranteed, i.e. the financing of the expenses not covered by the grant through third-party funds.
- The requested grant for project funding should have a minimum amount of 50,000 euros.
- Institutional or long-term funding is excluded.
- Funding for ongoing and consecutive projects and events (serial funding) is not possible unless the selection jury allows this in justified individual cases. Projects that take place in the premises of political parties, party-affiliated foundations and/or trade unions, as well as churches, will not be funded for reasons of state neutrality.
- Excluded are projects that are commercially viable and those that can be realized within the framework of the regular work of Hamburg's cultural institutions using their resources.
- The financing of purchases (for libraries, museums and archives), the restoration of works of art, the production of books and publications, catalogues, periodicals or publishing productions (printing cost subsidies), the digitization and archiving of works of art and collections, the establishment and maintenance of websites, the purchase and maintenance of buildings, of film or documentaries and post-production of films as well as investments are generally not the task of the Elbkulturfonds.
