You can have yourself recognized as an expert or expert according to the Hamburg Dog Law in order to carry out obedience tests or character tests.
As a recognized expert or recognized expert for leash releases, you are allowed to carry out obedience tests in accordance with the Dog Act.
After successful recognition, you can carry out and certify tests for leash release. With this certificate, owners can walk their dogs off-leash in public in accordance with the requirements of the local authorities.
As a recognized expert or recognized expert for temperament tests, you are allowed to carry out temperament tests in accordance with the Dog Act. After successful recognition, you can carry out the tests and certify them for submission to the responsible authority.
After successful recognition, you can carry out and certify tests for leash release. With this certificate, owners can walk their dogs off-leash in public in accordance with the requirements of the local authorities.

In order to be recognized as an expert or expert witness under the Dog Act, you must
- have comprehensive knowledge of dealing with dogs (at least 3 years).
- regularly take part in further training courses (at least a 2-day course per year)
- present a concept for carrying out the character test or obedience test
- Prove your reliability (through a police clearance certificate)
Gebühr:
40€ - 150€
The fee for recognition as an obedience tester or character tester is between €40 and €150, depending on the effort involved.
If you would like to be recognized as an obedience examiner, you must submit a written and informal application.
Upon this application, you will be sent a copy of the Dog Law, the Implementing Regulations and a letter detailing the supporting documents you must submit.

- Evidence of dealing with dogs
- Copy of ID card or passport
- Registration confirmation
- Representation of a concept of obedience testing

If you would like to be recognized as a character tester, you must
- submit a written and informal application
- Prove that you have sat in on at least 5 character tests
- Prove that you have special ethological knowledge in dealing with dogs
- Include a description of the property where the testing will take place
- Attach a current police clearance certificate (document type O) as proof of personal reliability
- agree to the publication of your personal data (name, address, telephone).
The recognition expires automatically after 5 years. In addition, the recognition expires if you do not register every year by March 31st. have provided evidence of the required training for the previous year.
