If you want to move into social housing, you need a housing eligibility certificate (WBS).
You can apply for a housing entitlement certificate (1st and 2nd funding route, except for urgency certificate) for Hamburg via the online service "Housing entitlement certificate HH".
Your residence permit is only valid for Hamburg. For an emergency permit, please contact your local district office.

Basically:
- Completed application
- an income declaration for each person with their own income (e.g. citizen’s allowance, salary statements or similar),
- Personal documents of all persons belonging to the household,
- possibly marriage certificate,
- current proof of income for the last 12 months,
- Depending on the individual case, further documents are required (e.g. medical certificates, pregnancy certificates, rental agreements or others)
To receive a residence permit, you must be of legal age. If you are not yet of legal age but are over 16, you must enclose a consent from your legal guardian.

- if you would like to apply for an emergency certificate. To receive an emergency certificate, you must have been registered as a sole or main resident in Hamburg for at least 3 years.
