A referendum is understood as an application by the citizens in a district to carry out a referendum. A referendum can be carried out for all matters on which the district assembly can pass resolutions. Exceptions are personnel decisions and decisions on the budget.
A referendum must be submitted in writing to the responsible district office and formulated in such a way that it contains a question that can be answered with yes or no.
A referendum has come about if, within six months of reporting it to the district office, 3% (in districts with more than 300,000 inhabitants: 2%) of the residents of the affected district who are eligible to vote have supported the petition with their signature.
After a successful referendum, there are three options for the further process:
1. The district assembly approves the referendum.
2. The district assembly approves an amended version agreed with the initiators.
3. There is a referendum.
