Foreigners receive benefits

  • whose asylum procedure has not been completed.

The monthly benefits include food, accommodation, heating, clothing, health and personal care, as well as household items. In addition, benefits can be granted if they are essential to secure a livelihood or if additional benefits are required to cover the special needs of children or to fulfill an administrative obligation to cooperate.

Responsibilities for refugees / asylum seekers
Basically, the BIS (also administrative branch offices, VAST) is responsible as long as the people live in the initial reception facilities.
Asylum seekers from safe countries of origin, for example, have to stay in the initial reception facilities until the end of their asylum procedure.
Responsibility only changes to the districts in the civic facilities.

Health insurance
