Leistungssport; Beantragung einer Förderung zu Investitionsmaßnahmen für eine leistungssportliche Trainingseinrichtung

The Free State of Bavaria supports the construction, expansion or renovation of competitive sports training facilities.

Purpose

The purpose of the grants is to provide an optimal support system for the associations' junior competitive sports.

Object

Funding is provided for investment expenditure for the construction, expansion, conversion, modernization and refurbishment of recognized federal bases, state bases and the Bavarian Olympic base. Renovation, modernization and conversion measures that maintain and improve the substance of existing facilities have priority over new construction and expansion measures.

Eligible costs

Funding is available for the new construction, expansion, conversion, modernization and renovation of recognized federal bases, state bases and the Bavarian Olympic Training Centre.

Type and amount

The funding is granted as a subsidy.
The type of grant is project funding.

Funding for investment expenditure is granted as a project-related grant, usually as partial funding with a cap on the maximum amount. Investment measures at federal bases can be funded with up to 20 percent of the eligible expenditure. If a federal base is of great importance for a Bavarian association in the sense of a state base or if it is already recognized as a state base, the measure can be subsidized with up to 40 percent of the eligible expenditure in accordance with the state's interest, but up to a maximum of the amount of the federal funding; this also applies to the Bavarian Olympic base. Investment measures at state bases can be subsidized with up to 50 percent of the eligible expenditure in accordance with the interests of the state.

The grants are subject to the condition that the facility is available free of charge to the junior squad athletes of the respective Bavarian association and other authorized users authorized by the State Ministry in a condition suitable for competitive sports, in the case of investment measures at least up to the amount of a proportion of the usage times corresponding to the respective financing share of the Free State of Bavaria. Other facilities and equipment of the overall facility shall also be made available free of charge, insofar as this is necessary in connection with the use in the interest of the state. If the responsible body and the responsible Bavarian association are not identical, a usage agreement must be concluded.

Federal bases

• Measures at federal bases and the Bavarian Olympic Training Center must first be registered by the sponsors with the StMI for the annual federal approval planning. The StMI informs the elite sports associations of the application deadline and the documents to be submitted.
• The registered measures are evaluated by the expert committee for competitive sports of the umbrella organization with the most members. If another umbrella organization in Bavaria is affected by the measure, the evaluation must be carried out in agreement with the other umbrella organization.
• Following the basic funding decision by the federal government, the StMI also decides on the possibility of funding from state funds and informs the sponsors accordingly. The relevant state sports associations will each receive a copy.
• The further application procedure is basically determined by the federal regulations. The sponsors submit their application for funding to the responsible local government.

State bases

• Measures at state bases must be registered by the sponsors directly with the specialist committee for competitive sport of the umbrella organization with the largest number of members for assessment.
• The expert committee forwards the application with a sport-specific assessment to the StMI for a decision on funding opportunities from state funds. If another umbrella organization in Bavaria is affected by the sports-related measure, the assessment must be carried out in agreement with the other umbrella organization.
• The StMI will inform the sponsors and the relevant sports association of its decision.
• The sponsors submit their application for a grant to the locally responsible government.
