The Free State of Bavaria supports construction and renovation projects in and around animal shelters, expenditure in connection with the placement of pets in private households by animal shelters and projects to reduce the number of stray domestic cats.

Purpose

The purpose of the grants is to promote

  • Investments for construction and renovation projects in and around animal shelters,
  • expenditure for equipping and furnishing animal shelters with equipment and materials required for proper operation,
  • expenditure in connection with the placement of pets with private households by animal shelters and
  • projects to reduce the number of stray domestic cats.

Object

The accommodation in Bavarian animal shelters is to be promoted through

  • New buildings, extensions, expansions and conversions, renovation and modernization measures,
  • structural measures to improve the hygienic and energy-related functionality and
  • construction measures to create, expand and improve quarantine areas in animal shelters.

Furthermore, expenditure on equipping and furnishing animal shelters with equipment and materials required for proper operation (except for consumables and veterinary medicines) will be funded, as well as ongoing expenditure in connection with the placement of pets with private households by animal shelters in Bavaria and the neutering of stray domestic cats.

Beneficiaries

Recipients of funding are non-profit providers of animal shelters located in Bavaria as well as Bavarian municipalities or municipal associations with legal capacity as providers of an animal shelter.

Recipients of grants for projects under no. 2.4 are also non-profit animal welfare organizations based in Bavaria and established on a permanent basis.

Eligible costs

Eligible costs are those necessary to carry out the project to be funded.

Type and amount

The type of grant depends on the project:

  • For construction and refurbishment measures as well as for expenditure on equipment and furnishings for animal shelters, it is granted as project funding by way of pro rata financing in non-repayable form.
  • The grant for the placement of pets in private households and for the castration of stray domestic cats is granted as a lump sum by way of fixed-amount funding.

The amount depends on the project:

  • For construction and renovation measures, the funding rate is 50% of the eligible expenditure. The maximum amount of the grant is EUR 300,000 per project (for cost group 200 according to DIN 276 a maximum of EUR 30,000), the minimum amount is EUR 3,000 per project.
  • The funding rate for equipment and furnishings for animal shelters is 50% of the eligible expenditure. The maximum amount of the grant is EUR 10,000 per calendar year, the minimum amount is EUR 500 per project.
  • In the case of placement activities, a lump sum of EUR 80 for dogs and EUR 30 for cats and other pets (small animals) is granted for each proven placement in a private household to cover the grant recipient's personnel and material expenses. If several small animals are placed in a group, the lump sum is only granted once. The maximum amount of the allowance is EUR 5,000 per calendar year.
  • A lump sum of EUR 70 is granted for each proven castration of a female animal and a lump sum of EUR 45 is granted for each proven castration of a male animal. The maximum amount of the grant for castrations is 20,000 euros per year.

Erforderliche Unterlagen

  • The following documents must be enclosed with the application for construction measures in accordance with point 2.1 of the funding guidelines for animal shelters:

    • Form A "Application for a grant" in accordance with No. 2.1, available online in the Bayernportal or on the website of the Government of Upper Franconia under "Animal shelter; application for a grant",
    • a resolution by the responsible body of the applicant to implement the project and the articles of association of the non-public applicant,
    • an income statement of the applicant for the previous calendar year,
    • Proof of recognition of the applicant's non-profit status by the responsible tax office,
    • Information on own funds available for the project (breakdown of expenses with cost estimates for unpaid work and notification of earmarked donations of money or goods),
    • a self-declaration of the receipt of regular municipal benefits (e.g. lump sum per inhabitant) to cover the current expenses of the animal shelter (does not apply to municipal sponsors),
    • a description of the intended improvement for the pets to be accommodated with planning documents (in the case of buildings, using samples 5 and 6 of the VV to Art. 44 BayHO),
    • proof of the right to use the project site (e.g. a copy of the rental or lease agreement for the land and buildings used) or proof of the right in rem to the property in the form of an extract from the land register and
    • Permission pursuant to Section 11 (1) No. 3 TierSchG to operate an animal shelter or a facility similar to an animal shelter.
  • Applications for expenditure and equipment in accordance with point 2.2 Funding guidelines for animal shelters and placement activities in accordance with point 2.3 Funding guidelines for animal shelters must be accompanied by the following documents:

    • Form B "Application for a grant" according to No. 2.2, 2.3 and 2.4, available on the Internet in the Bayernportal or on the homepage of the Government of Upper Franconia under "Animal shelter; application for a grant",
    • a resolution of the responsible body of the applicant to implement the project as well as the statutes of the non-public applicant,
    • Information on own funds available for the project (breakdown of expenditure with cost estimates for unpaid work and notification of earmarked donations in cash or in kind),
    • Permission to operate an animal shelter or an animal shelter-like facility in accordance with § 11 Para. 1 No. 3 TierSchG,
    • If applicable, an income statement of the applicant for the previous calendar year,
    • Proof of recognition of the applicant's non-profit status by the responsible tax office,
    • a declaration of receipt of regular municipal benefits (e.g. lump sum per inhabitant) to cover the animal shelter's running costs (does not apply to municipal organizations).
  • Applications for a grant for the containment of stray pets in accordance with point 2.4 of the Animal Shelters Funding Guideline must be accompanied by the following documents:

    • Form B "Application for a grant" according to No. 2.2, 2.3 and 2.4, available on the Internet in the Bayernportal or on the homepage of the Government of Upper Franconia under "Animal shelter; application for a grant",
    • a resolution of the responsible body of the applicant to implement the project as well as the statutes of the non-public applicant,
    • details of the applicant's own funds available for the project (breakdown of expenditure with cost estimates for unpaid work and notification of earmarked donations of money or goods).

    In individual cases, the approval authority may waive the submission of individual documents or request further documents.

Voraussetzungen

  • Receipt of regular municipal support (does not apply to projects under no. 2.4)
  • The projects must be suitable for improving the accommodation or care of pets; they must comply with the requirements of Section 2 TierSchG or, if dogs are kept, the Animal Welfare Dog Ordinance
  • Proof of all necessary final public law approvals to the approval authority; in the case of non-owned land, proof of authorization to carry out the project
  • Implementation of veterinary measures by or under the supervision of a licensed veterinarian

Verfahrensablauf

The application must be submitted to the government of Upper Franconia.

The government of Upper Franconia examines the eligibility requirements, taking particular account of animal welfare concerns, obtains any necessary opinions from specialist authorities, in particular the competent veterinary authority, and decides on the application with a funding decision.

Applications can be submitted throughout the current calendar year.

If the budget funds for the current calendar year are exhausted, applications submitted after this time must be rejected. These can be resubmitted in the following year.

Only one funding application per applicant can be approved per calendar year for construction and renovation projects and for brokerage activities.
