If the holder of a driving license has been convicted of a criminal offence or misdemeanour committed during the probationary period and a final decision has been issued against them which is to be entered in the driving aptitude register, the driving license authority must order participation in an advanced training seminar if a serious or less serious offence has been committed. If a driving instructor wishes to conduct these advanced seminars, he or she requires a seminar permit for advanced seminars. In order to be granted a seminar permit for an advanced seminar, a driving instructor must, among other things, take part in an instruction course comprising a four-day basic course and a four-day program-specific course.
The providers of these courses must be recognized by the responsible government.

Recognition as a provider of instruction courses (advanced seminar) is granted if
- an appropriate course plan is submitted which complies with the legal requirements of § 13 of the Implementing Ordinance to the Driving Instructors Act (DV-FahrlG) in conjunction with § Section 35 of the Driving License Ordinance (FeV),
- suitable instructors are available who are able to impart the required knowledge and skills,
- the necessary teaching materials and suitable premises are available,
- there are no concerns about the applicant's reliability.
Fees: 102.00 to 358.00 EUR (depending on the administrative costs)
Expenses (e.g. for experts) are charged in accordance with the scale of fees for road traffic measures.
The application must be submitted to the local government in writing or electronically (by e-mail). If the requirements are met, official recognition will be granted in the form of a decision.
The other governments and the district administrative authorities will receive a copy of the decision.
