Purpose
The purpose is to support a comprehensive range of counselling and assistance services for women and their children affected or threatened by acute domestic and/or sexualized violence in their social environment in women's shelters by means of government grants.
Object
Eligible for funding are women's shelters that serve to accommodate women and their children who are acutely affected or threatened by domestic and/or sexualized violence.
Recipients of funding
Eligible applicants and recipients of funding are the umbrella organizations of Bavaria's non-statutory welfare services or providers of women's shelters that are members of an umbrella organization of Bavaria's non-statutory welfare services.
Eligible costs
Eligible costs are the personnel costs for the specialist staff required to advise and support the women and the personnel costs for the specialist staff required to look after the children, as well as personnel for the management and administration and personnel for the administration and building management areas.
Type and amount
The state grant is awarded as part of project funding in the form of fixed-amount financing.
The grant is made up of the following annual amounts:
- Specialist staff for women: up to EUR 32,950 per full-time position,
- Specialist staff for children: up to 29,940 euros per full-time position,
- Specialist staff for management/executive management: up to 36,330 euros per full-time position,
- Staff for administration and facility management:
- Up to 20 220 euros for a women's shelter with five to nine places for women,
- up to 27,060 euros for a women's shelter with ten to 20 places for women,
- up to 40,580 euros for a women's shelter with 21 to 30 places for women,
- up to 54,110 euros for a women's shelter with 31 or more places for women.
A full-time position is a position with regular weekly working hours in accordance with the applicable collective agreement of the funding recipient, provided that these are between 38.5 and 40.1 hours per week. In all other cases, a number of 40.1 hours per week is to be taken as the basis. In the case of a specialist who is not employed continuously throughout the year or who is employed part-time, the personnel expenditure subsidy is granted on a pro rata basis. The maximum grant for a women's shelter is EUR 533,997 per year.
- Expenditure and financing plan with overview of personnel expenditure,
- Cost commitments from all local authorities in the catchment area (for initial application or percentage change in participation).
If it is not yet possible to obtain a cost commitment from all local authorities in the catchment area at the time of the application, a declaration from at least one local authority in the catchment area stating its intention to contribute to the total expenditure is sufficient. The cost commitments of all local authorities must be available at the latest by the time the notice of approval is issued.
- Articles of Association, Memorandum of Association or relevant contracts (for initial application or amendments),
- Proof of status as an umbrella organization of the Freie Wohlfahrtspflege Bayern or affiliation with an umbrella organization of the Freie Wohlfahrtspflege Bayern (for initial application or changes),
- Project description or concept, if applicable with explanations of previous activities (in case of initial application or changes)
Among other things, the women's shelter must
- offer at least five places for women and at least the same number of places for children,
- be equipped in such a way that it can meet the needs and protection of those seeking help,
- have a concept according to which the women admitted are able to look after themselves and their children independently and to take on the task of bringing up their children with the support of suitable specialist staff; the concept should also show the extent to which women with special needs (e.g. women with disabilities or several children) can be admitted
- provide a certain number of specialist staff for counseling and supporting women and children as well as for management and leadership (see guidelines),
- provide staff for the areas of administration (in particular for assistance and organizational tasks) and building management. For the areas of administration and facility management, it is also possible to employ freelance staff or purchase services from external service providers.
In cases of hardship to be specially justified by the sponsor, compliance with the requirements under indents 4 and 5 may be waived (see guidelines).
State funding is only provided if at least one district or independent city contributes to the costs required to operate the women's shelter.

Funding is granted upon application by the provider of the women's shelter.
The provider applies to the granting authority (Government of Middle Franconia) for initial inclusion in state funding. The provider must enclose the statements of the co-financing local authorities on the need. The granting authority forwards the application documents to the Bavarian State Ministry for Family, Labor and Social Affairs (StMAS). Following consultation with the Bavarian umbrella organizations of non-statutory welfare services, the Bavarian Association of Counties and the Bavarian Association of Cities and Towns, the StMAS decides on the basic inclusion of the women's shelter in the state funding program.
The application for funding must be submitted in writing using the forms available from the granting authority by December 1 of the year before the start of the funding period.
