The Free State of Bavaria grants subsidies for the installation of fiber optic connections and WLAN infrastructure for public schools, planned hospitals and town halls.
Purpose
The purpose of the funding is to connect public schools, town halls and planned hospitals eligible for funding under the Bavarian Hospital Act (BayKrG) to the Internet via gigabit-capable and continuous fiber optic lines to the buildings (FTTB funding) and to equip planned hospitals eligible for funding under the BayKrG with technical equipment for wireless local radio networks, provided that BayernWLAN can also be broadcast via these wireless local radio networks (WLAN funding).
Object
The object of FTTB funding is the initial establishment of a fiber optic connection including network termination unit.
The object of WLAN funding is the creation or expansion of a WLAN infrastructure, including the necessary cabling work in the building.
Recipients of funding
The recipients of funding are the public school authorities within the meaning of Art. 3 Para. 1 of the Bavarian Education and Teaching Act (BayEUG), the municipalities, administrative communities and districts in the Free State of Bavaria and the hospital operators of the hospitals included in the hospital plan of the Free State of Bavaria in accordance with Art. 5 Para. 2 BayKrG.
Eligible costs
The necessary investment expenditure for the initial establishment of a fiber optic connection including the network termination unit or the necessary investment expenditure for the creation or expansion of a WLAN infrastructure including the necessary cabling work in the building are eligible for funding. The investment expenditure for the installation of WLAN infrastructure also includes the costs of a site inspection as part of the BayKOM framework agreement (Lot 2).
Type and amount
The grant is awarded as project funding by way of pro rata financing as a non-repayable subsidy based on the eligible expenditure.
The funding rate is 80% of the eligible expenditure. For local authorities or associations of local authorities as grant recipients, which are predominantly attributable to the area with a special need for action, the funding rate is 90%.
The maximum funding amount per public school (regardless of the number of sites) and per hospital site designated in the hospital plan is EUR 50,000 for FTTB funding and EUR 5,000 for WLAN funding (only planned hospitals). If civil engineering work over a length of more than 1,500 meters is required for the initial installation of a fibre optic connection to a public school or a planned hospital, the maximum funding amount increases by EUR 10,000 to EUR 60,000. However, this increase in the maximum funding amount is not granted if more than one public school or more than one planned hospital have the same postal address.
For the connection of town halls with fiber optics: 20,000 euros per municipality/district that is not connected to the Bavarian public authority network via a KomBN. In the event that the municipality/district is already connected or declares a binding commitment to connect to the Bavarian public authority network within a period of three years from the date of approval, the maximum funding amount is increased to EUR 50,000.

- an award notice specifying the type of award procedure followed, the number of tenders received and the evaluation of tenders

- The granting authority may request further documents for the examination of the planned project.
FTTB funding
FTTB funding is only granted if it is ensured that a continuous fiber optic infrastructure is created right up to the building.
However, FTTB funding is ruled out,
- if a fiber optic connection already exists up to the building,
- if the creation of a fiber optic connection to the building is planned as part of a broadband expansion funded elsewhere or
- if the public school or the planned hospital is located in an area for which a telecommunications company has announced a fiber optic expansion to the building without cost sharing for end customers as part of a market exploration in connection with another measure to promote broadband expansion.
If the investor fails to meet the milestones it has set itself in the context of an announced roll-out and the grant recipient has set a grace period once without success, FTTB funding can be claimed again.
WLAN funding
WLAN funding is only granted
- if the grant recipient is entitled to call up the BayernWLAN from the BayKOM framework agreement (Lot 2),
- BayernWLAN is actually called up and
- BayernWLAN is made available for at least 24 months.
WLAN funding can also be granted for the expansion of existing WLAN networks under the above-mentioned conditions. Subsequent funding for WLAN technology that has already been purchased and installed is not eligible.
Funding will not be provided for projects that were started with the documents or declarations prior to receipt of an application for funding by the approval authority. The start of the measure is the conclusion of a contract for the establishment of a fiber optic connection or for the execution of work aimed at creating or expanding a WLAN installation.
Grant recipients can obtain advice from the Offices for Digitization, Broadband and Surveying.
Applications for the grant must be submitted to the State Office for Digitization, Broadband and Surveying as the granting authority with the documents and declarations listed under "Required documents".
The granting authority awards the grant on the basis of a grant notification.
The grant will be paid out by the granting authority after the proof of use has been submitted and checked.

The establishment or improvement of the school Wi-Fi infrastructure is the subject of funding in accordance with no. 2 sentence 1 letter b) of the "Guideline for the promotion of digital educational infrastructure at Bavarian schools (dBIR)" of the StMUK as part of the "DigitalPakt Schule 2019 to 2024". Funding is provided for all Bavarian schools, regardless of the provider.
