The Free State of Bavaria supports local authorities, the providers of land and air rescue services, the Bavarian Association of Statutory Health Insurance Physicians and the voluntary disaster relief organizations in the initial procurement of terminals for digital BOS radio.

Purpose

Grants are awarded for the initial procurement of digital TETRA terminals for participation in the operation of the digital voice and data radio system of the authorities and organizations with security tasks (BOS) in Bavaria in the areas of fire departments, rescue services and disaster control. They are intended to enable the grant recipients to make the necessary purchases to switch from analog radio to digital BOS radio.

The first part of the terminal equipment funding, the equipping of vehicles and functions with MRT vehicle radios, HRT handheld radios and FRT fixed radio stations, has now been largely completed. The focus is now on the second part, the funding of alarm signaling receivers (pagers) and siren control units for the switch from analog to digital alerting.

Object and funding recipients

The funding supports

• local authorities for their fire departments with local and supra-local vehicles and their special command ranks, as well as the local incident commanders appointed by them in advance,
• the providers of the land rescue service and the air rescue service for the land-based emergency vehicles and aircraft and their personnel,
• the Bavarian Association of Statutory Health Insurance Physicians for the emergency physicians, senior emergency physicians and field physicians and for their private motor vehicles recognized by the state as emergency and command vehicles, and
• the voluntary aid organizations for their disaster control vehicles and their personnel for the initial procurement of digital radio equipment as part of the switchover from analogue radio to digital BOS radio.

The special digital radio funding program specifies the vehicles and functions to be equipped with digital terminals as well as the types of equipment and the respective scope of equipment.

Type and amount

Funding is provided in the form of fixed amounts which, in addition to the terminal equipment, also include predetermined accessories. Within the fixed amounts, funding is limited to a maximum of 80% of the actual costs of the end device.

Funding is provided without legal entitlement within the scope of available budget funds.

In particular, the procurements will only be funded if they are made as part of the switch from analog radio to participation in digital BOS radio in the areas of fire departments, rescue services and disaster control. The terminal equipment applied for funding must also be technically necessary and certified for participation in BOS radio and meet the other requirements of the Bavarian Authorized Agency.

Only projects that have not yet begun can be funded. In the case of procurements, the conclusion of a supply or service contract is generally deemed to be the start of the project.

Furthermore, only the purchase of end devices is eligible for funding; funding for leasing or installment plan is excluded.

Further funding requirements for the procurement of digital end devices are contained in the relevant special funding program and the general budgetary provisions, in particular the administrative regulations for grants from the Free State of Bavaria to municipal bodies under Article 44 of the Bavarian Budget Code.

Funding recipients can submit a corresponding funding application (see under "Forms") to the government responsible for them (funding authority).

The special funding program for digital radio was extended for the last time with the IMS dated 10.12.2024 and is limited until 31.12.2026. Proof of use for funding under this program must be submitted to the funding authority by 31.12.2028 at the latest.
