The funding programme supports Bavarian highly-praised health resorts and spas as well as recognized medicinal spring or mud spa businesses in further improving medical quality in terms of quality of results.
Purpose
With this funding programme, the Free State of Bavaria will support its highly accredited health resorts and spas and its recognized medicinal spring and mud spa businesses in carrying out measures and examinations to prove medical quality in terms of quality of results. This is intended to promote the acceptance of spa medical measures and the health of the population, prevent relevant and frequent illnesses and strengthen Bavaria as a health location and make it future-oriented.
The aim of the funding is to develop the necessary scientific, empirical evidence on (spa) medicine and thereby further improve the medical quality in the Bavarian highly predicated health resorts and spas as well as in the recognized medicinal spring and mud spa facilities. The evidence-based criteria and indicators for improving medical quality should be based on the specific measures and specialist standards. Examples of this are
- On the one hand, achieving sustainable patient-relevant effects, such as improvements in the state of health, quality of life, well-being, reduction of pain, increase in mobility as well as patient and participant satisfaction,
- On the other hand, the development and evaluation of effective new treatment methods and health-promoting measures,
where possible with the inclusion of natural remedies or spa-specific procedures.
Object
Funding is available for projects that are implemented as part of an overall therapeutic, rehabilitative, preventative or health-promoting spa concept.
Funding is provided in particular for studies and investigations
- to improve the evidence of preventive measures and medical interventions in the context of stays in highly-praised health resorts, spas and recognized medicinal spring and mud spa facilities or
- to focus the highly predicated health resorts, spas and recognized medicinal spring and peat spa establishments on frequent and relevant environmental and lifestyle-related chronic diseases and complaints and future medical topics, including target group-specific health-promoting offers,
if they are carried out and evaluated in a quality-assured manner with a follow-up period appropriate to the research question. In addition, the use of digital technology or infrastructure measures in particular are also funded, insofar as these are necessary for the implementation of the project.
Funding will not be provided for measures that are primarily tourism or wellness-oriented.
Funding recipients
Beneficiaries can be natural and legal persons.
Type and scope of the grant
The grant is provided as part of project funding by way of pro rata financing.
The scope of the grant is based on the project to be funded. The grant amounts to
a) for eligible personnel and material expenses up to 70%,
b) up to 50 % for eligible investment expenditure,
up to a maximum total of 500,000 euros.
The grant recipient must contribute at least 10% of the eligible expenditure.
Grants are only awarded if the eligible expenditure is set at a minimum of EUR 100,000.
- The application form must be accompanied by:
a) A project description which, in addition to details of the project, in particular the title, location, start and end dates, above all presents the background and objectives as well as the significance of the project for the medical quality in the highly predicate health resorts and spas,
b) a financing plan (itemized calculation of expenses related to the purpose of the grant with an overview of the intended financing),
c) EU declaration on state aid ((DAWI) de minimis declaration).
If the project includes construction measures, the application form must also be accompanied by:
(a) planning documents consisting of
aa) the construction program, the space program, or both, with a note of recognition, if applicable,
bb) a general plan and - if available - a topographic map at a scale of 1:25,000 (TK 25),
cc) a site plan of the construction project, at least on a scale of 1:1000, showing the development,
dd) plans which verifiably demonstrate the type and scope of the construction project,
b) preliminary decisions or other evidence of permissibility under building law,
c) explanatory report according to model 6 of the VV to Art. 44 BayHO,
d) cost calculation in accordance with model 5 of the Administrative Regulations for Article 44 of the Bavarian Budget Code (BayHO) or in accordance with DIN 276, whereby those costs for which a grant is requested are to be shown separately; if necessary, further cost breakdowns or calculations, the results of which were used as a basis for the cost calculation, are to be enclosed; areas and room contents are to be calculated in accordance with DIN 277.
In individual cases, the approval authority may waive the submission of certain documents or request further documents.
The funding of a project requires - in addition to consideration of the object of funding (No. 1.2 of the KuHeMo-FöR) - that
a) the project has a connection to municipalities that
aa) have recognition in accordance with Sections 3 to 8 of the Bavarian Recognition Ordinance (BayAnerkV) or
bb) are the seat of a recognized health spa and mud spa according to Part 3 of the Official List of Recognized Health Spas, Climatic Spas and Recreation Resorts in Bavaria or
cc) are the seat of a state spa in accordance with the Annex to the Official List of Recognized Health Spas, Climatic Spas and Resorts in Bavaria,
b) the natural remedy or the spa-specific procedure is appropriately integrated in accordance with the predicate or the type designation corresponding to the spa character,
c) the overall concept is sufficiently scientifically substantiated at the time of application and
d) the project has not yet begun.
The application must be submitted to the Bavarian State Office for Health and Food Safety (LGL). In the case of applications from municipalities, the form according to model 1a of Art. 44 BayHO must also be enclosed. The LGL is the granting authority.

The guideline for the promotion of measures to increase medical quality in the Bavarian highly predicatized health resorts and spas as well as recognized medicinal spring and mud spa businesses (KuHeMo-FöR) expires on 31 December 2025.
