Upon application, the Bavarian State Ministry of Health and Care will grant the sponsor/operator of an inpatient hospice grants for the construction and equipping of new inpatient hospice places without legal obligation and within the scope of available budget funds.
Purpose
The Free State of Bavaria has a considerable interest in high-quality hospice and palliative care for the population in Bavaria. The establishment of a demand-oriented and nationwide provision of inpatient hospice places is intended to ensure that seriously ill and dying people with an advanced, incurable and life-limiting illness, for whom (inpatient) hospital treatment is not necessary but outpatient treatment is not possible, receive the best possible palliative medical and palliative nursing care. In accordance with the wishes of the people concerned and their relatives, the focus of the tasks is on monitoring the necessary pain therapy, symptom control and palliative nursing, psychosocial and spiritual care and support.
Inpatient hospices are independent facilities outside of acute inpatient care with special tasks and an independent care mandate. They are small facilities with a family atmosphere, usually with 8 to a maximum of 16 hospice places, whereby the spatial design of the facility must be geared towards the special needs of seriously ill dying people. Due to their care mandate, inpatient hospices are structurally, organizationally and economically independent facilities with separate staff and concept. An inpatient hospice cannot be part of an inpatient care facility.
Object
There is no statutory entitlement to investment cost support for the construction and equipping of inpatient hospices. The Bavarian State Ministry of Health and Care grants the sponsor or operator of the inpatient hospice subsidies (grants) for the eligible expenses in accordance with the general budgetary provisions upon application, without any legal obligation and within the scope of available funds.
Recipients of grants
Recipients of grants are sponsors or operators of an inpatient hospice who have been offered the prospect of a care contract by the Arbeitsgemeinschaft der Bayerischen Krankenkassen- und Pflegeverbände in Bayern (ARGE) or with whom the ARGE has concluded a care contract.
Eligible costs
Eligible costs are investment costs for the construction and equipping of an inpatient hospice, in particular
- Planning costs,
- Construction costs (e.g. shell construction, refurbishment, heating, sanitation),
- costs of interior fittings.
Type and amount
The Bavarian State Ministry of Health and Care grants a subsidy of a maximum of 10,000 euros per hospice place towards the eligible investment costs. The subsidy is granted by way of project funding as a fixed amount. There is no legal entitlement to the funding.

in particular construction plans, concrete proof of need (if required), cooperation agreements with local hospice associations, staff planning for the future inpatient hospice, costs for the ongoing operation as well as start and date of completion of the project
- written promise of a supply contract by the ARGE or supply contract with the ARGE
- Statement of the total cost of the project
All total costs incurred for the planned new construction or conversion measure, including equipment, are to be presented. The costs are to be calculated by an architect's office in accordance with DIN 276, broken down into cost groups.

The request must be made in writing.
- The economic viability of the future operation of the inpatient hospice must be permanently secured. The basis for this is the written prospect of a supply contract by the ARGE der Kranken- und Pflegekassen in Bavaria, which is concluded with the future operator.
- The sponsor or operator of the inpatient hospice must present the total costs incurred for the planned new construction or conversion measures (including equipment). The costs must be calculated by an architectural firm, broken down into cost groups in accordance with DIN 276.
- In addition, a financing plan must show how and by whom the total costs will be financed (own funds, external funds, donations, etc.) and what proportion of these costs will be co-financed by the StMGP.
- The dates of commencement and expected completion of the project must be provided.
- Measures whose construction or conversion has already begun cannot be funded. Approval for the early start of the measure must be applied for in writing.
Application
The written application must be submitted to the Bavarian State Ministry of Health and Care (StMGP).
Approval
Once the application has been positively reviewed, the StMGP delegates the entire funding procedure to the responsible district government. The respective district government issues the funding decision, pays out the grant and checks the proof of use.There is no "model room program".
The provisions of the Home Minimum Requirements Ordinance and the quality criteria of the framework agreement in accordance with Section 39a (1) sentence 4 SGB V must be observed.
The requirements of the concept "Demand planning for inpatient hospices in Bavaria", in particular the principles for demand planning contained therein, must be observed.
