The special school is attended by children and young people with special educational needs that cannot be met by other schools. They must be registered at the special school.
The special schools offer a wide range of educational programs. The specialized support offered in the various special needs areas ranges from early support at pre-school age (pre-school facility SVE) to the acquisition of secondary school qualifications (Realschule, Wirtschaftsschule, FOS/BOS) and vocational training (Berufsschule).
Special schools diagnose, educate, teach, advise and support children and young people who require special educational support and therefore cannot be supported or taught sufficiently at a general or vocational school.
The tasks of special schools include

school education and support in classes with specific special educational needs,

pre-school support through pre-school facilities,

within the scope of available positions and resources

pre-school support through mobile special educational assistance and

mobile special educational services to support pupils with special educational needs in mainstream schools or special schools.

Special schools meet special educational needs by providing education and upbringing geared towards individual children and young people. They contribute to personality development and support social and vocational development. In the case of children and young people who are constantly dependent on help from others, education and teaching can include care tasks.
Pupils who require special educational support are entitled to attend the special school, so that admission to the special school requires the identification of special educational needs through the preparation of a special educational report. In the areas of hearing, vision, language, emotional and social development and physical and motor development, teaching is based on the PLUS curriculum for primary and secondary schools, for which adaptations specific to the special educational needs are available. The learning and intellectual development specialisms are taught according to their own curricula.
For inclusive education at secondary schools such as Realschule, Gymnasium and Fachoberschule, the respective entry requirements must be met.
Inclusion is the responsibility of all schools. Parents and guardians therefore have the fundamental right to choose whether their child should attend a mainstream school or a special school. The aim of the inclusive school system is to ensure that pupils with and without special educational needs learn together even more than before, that their social interaction becomes even more natural and that the level of special educational support is maintained. To this end, partner and cooperation classes have also been set up, as well as schools with an inclusion profile. Pupils without special educational needs can only attend special schools outside of the other forms of cooperative learning in open classes.
For inclusive education at secondary schools such as Realschule, Gymnasium, Fachoberschule, the respective admission requirements must be met. In the context of vocational training, the learning objectives for a vocational qualification must be achieved at a vocational college and at a vocational school. Teachers at special schools support pupils with special educational needs. The so-called Mobile Special Education Service supports and advises teachers at general schools who teach pupils with special educational needs on an inclusive basis.
