Purpose

The construction of biomass heating plants is intended to contribute to strengthening the supply of heat from renewable energies and thus to the energy transition and climate protection. The funded projects should save at least 10,000 tons of carbon dioxide per year.

Object

The Free State of Bavaria supports investments in new, environmentally friendly biomass heating plants with a nominal heat output of at least 60 kilowatts for the efficient energy use of solid biomass and associated heating networks in accordance with the guidelines set out below.

Recipients of funding

Natural persons and legal entities under private law, partnerships, church institutions and legal entities under public law of the indirect state and federal administration with their own legal entity (in particular local authorities, institutions, foundations, chambers) that make the investment are eligible to apply.

Eligible costs

Eligible costs for the construction of a biomass heating plant:

  • Eligible costs are the investment costs for the biomass heating plant
  • These can be the individual costs for the following measures:
    • Biomass-specific plant components (biomass boiler, filter system, heat storage tank, flue gas heat exchanger, etc.)
    • hydraulics
    • Structural facilities and development
    • planning costs

Type and amount

  • Basic funding for biomass heating plants: The grant amounts to between 20 percent and 30 percent of the eligible costs. The grant is provided as a subsidy in the form of proportional financing.
  • Additional funding for the "fuel switch": Biomass heating systems that implement a fuel switch receive additional funding of 10 percent of the eligible costs on top of the basic funding. A fuel switch bonus can be granted if
    - more than 50 percent of the forecast annual energy requirement was previously generated using fossil fuels (crude oil, natural gas, liquid gas, etc.) and
    - 100 percent of the annual heat generation of the project applied for is provided using renewable energies and/or from waste heat as defined in the Bavarian BioHeat Directive.
  • Additional funding for flue gas heat exchangers or flue gas condensation systems: Biomass heating systems with flue gas heat exchangers (economizers) or flue gas condensation systems receive funding amounting to five percent of the eligible costs in addition to the basic funding.
  • Solar or environmental heat bonus: Biomass heating systems using heat from a newly installed solar thermal system and/or newly installed heat pump, where the heat from solar thermal and/or environmental heat amounts to at least 10 percent, receive 10 percent of the eligible costs in addition to the basic funding
  • The grant for the associated heating network is provided as de minimis aid in the form of non-repayable subsidies (project funding) as fixed-amount financing. The funding for the associated heating network amounts to a maximum of EUR 100 per meter of newly installed heat pipe, the funding per house transfer station for existing buildings amounts to a maximum of EUR 1,800, but no more than 100 percent of the eligible costs.

Voraussetzungen

Key funding requirements:

  • The project may not commence before approval has been granted. The conclusion of a supply or service contract attributable to the execution of the project (e.g. order, purchase contract) is deemed to be the start of the project. Planning services may be provided before the application is submitted.
  • A heat storage tank ("buffer storage tank") with a minimum storage volume of 30 liters per kilowatt of nominal heat output must always be installed.
  • The forecast annual energy requirement and the share of the biomass boiler(s) in the annual heat generation must be plausibly demonstrated (e.g. by an engineering office or an energy consultancy).
  • Heat supply contracts or preliminary contracts for 100 percent of the forecast energy sales (in relation to the final expansion planned as part of this project) must be submitted with the application.
  • The biomass boiler(s) must achieve a calculated capacity utilization of at least 1,500 full operating hours per year in accordance with the application concept.
  • The subsidized plant must be built within Bavaria and must be operated for the intended purpose at the location specified in the application for at least eight years after commissioning (earmarking).
  • Funding for an energy-efficient, associated heating network requires the application for and funding of a biomass heating plant in accordance with the BioWärme Bayern guidelines. At least 75 percent of the heat must come from renewable energies, from waste heat within the meaning of the BioWärme Bayern guideline or from a combination of these sources.

Verfahrensablauf

  • A project meeting with the Technology and Funding Center at the Competence Center for Renewable Resources (TFZ) is always required before submitting an application.
  • The application documents can be downloaded from the Internet (see "Further links").
  • Applications must be submitted to the TFZ, which is also responsible for approval.
  • The project may not begin before approval has been granted. The start of the project is deemed to be the conclusion of a supply or service contract attributable to the execution of the project. Planning services may be provided before the application is submitted.

Bearbeitungsdauer

Once a complete funding application has been submitted, an average processing time of four to six weeks can be expected before approval is granted.
