The Free State of Bavaria grants subsidies for new exemplary inter-municipal cooperation projects.
Purpose
With the funding, the state grants a subsidy for new and exemplary projects in inter-municipal cooperation (on the basis of the forms provided for under the law on municipal cooperation, Art. 54 et seq. Bavarian Administrative Procedure Act and Articles 2 and 3 of the Act on the Implementation of the Civil Status Act). Together, numerous municipal tasks can be carried out better, faster, more effectively, in greater variety and more economically, so that not only the municipalities benefit from synergy effects, but also the citizens through an improved range of services.
Object
Many municipal tasks are suitable for cooperation. These include, for example
- waste disposal
- Wastewater disposal and water supply
- building yard
- Procurement office
- EDP/IT management
- Water/nature conservation
- Child, youth and senior citizen work
- Regional and local development/area management
- Registry office
- Tourism, cultural and leisure facilities
- Head office and personnel administration
- Data protection
- Archives

Eligible costs
Funding is available for expenses that are necessary to prepare and implement intermunicipal cooperation projects. This also includes services provided by third parties (e.g. consulting, moderation, expert and planning costs), material resources and equipment (e.g. ICT) and project-related personnel expenses. Ongoing personnel and material costs can be recognized on a case-by-case basis during an introductory and pilot phase.
All Bavarian local authorities and their associations in the legal form of a legal entity under public law as well as the companies and institutions managed by them are eligible to apply.
Type and amount
The funding is granted as a subsidy.
The type of grant is project funding.
Funding is provided for a period of 5 year(s).
The grant is awarded by way of project funding as fixed-amount funding. As a standard grant for the implementation of a corresponding cooperation project, an allocation of EUR 50,000 is granted, but no more than 85% of the eligible expenditure incurred in accordance with the principle of economic efficiency. An increased grant of up to EUR 90,000 can be awarded to cooperation projects in sub-areas with a special need for action in accordance with the state development programme. There is no legal entitlement to funding; funding is provided within the framework of the available budget funds.
- New cooperation projects that have not yet been started
- Cooperation project with exemplary character
- A corresponding resolution must have been passed by the decision-making bodies of the participating municipalities.
- The cooperation should relate to key areas of the administrative procedure that are associated with personnel, structural or organizational changes at the parties involved in the cooperation.
- The cooperation project must be set up on a permanent basis, but for at least 5 years.
- The cooperation should result in savings in personnel and material expenditure in the cooperating areas of responsibility of at least 15% per year.
Exclusion criteria:
The following are not eligible for funding: - Merely joint procurement and use of large and special equipment - Cooperation projects with less than €5,000 in eligible expenditure - If other funds from the Free State of Bavaria are used - The project (conclusion of a service and performance contract) has already begun.
Application
The application must be submitted in simple form to the local government (granting authority). The application must show the savings in personnel and material expenditure (comparison of the previous material and personnel costs of the individual cooperation partners with the costs to be expected after the cooperation). In addition, the application must contain a declaration that the measure has not yet been started and the content and timeline of the specific cooperation project.
Approval
The locally responsible government decides with the involvement of its contact person for inter-municipal cooperation and, if necessary, with the involvement of the specialist supervisory authorities. The government issues a written notification of funding.
Proof of use
Proof that the funds have been used for the intended purpose is provided in the form of a confirmation of use. The report must contain a brief description of the project.
