The citizens' assembly serves to inform the citizens of the municipality, to discuss municipal matters and to make recommendations to the municipal council.
The first mayor is obliged to convene a citizens' assembly at least once a year, or more often if requested by the municipal council, to discuss municipal matters. In addition, a citizens' assembly must be held within three months if this is requested in writing by at least 5%, in municipalities with more than 10,000 inhabitants by at least 2.5% of the municipal citizens, stating the agenda. Corresponding application options apply in parts of the municipality that were still independent municipalities when the municipal code came into force (18.01.1952) and in cities with more than 100,000 inhabitants also in the city districts. The agenda may only include municipal matters. The convening of a citizens' assembly can only be requested once a year.
The citizens' assembly is chaired by the first mayor or a representative appointed by him. In principle, only members of the municipality may speak; however, the citizens' assembly may decide on exceptions to this rule.
Recommendations from citizens' assemblies must be dealt with by the municipal council within three months.
