Umweltzone; Beantragung einer Ausnahmegenehmigung vom Fahrverbot

You may only drive in environmental zones without the appropriate environmental badge if your vehicle has been exempted from the traffic ban or an exemption permit has been issued.

The exemption permit must be applied for at the responsible cities with low emission zones (Munich, Augsburg, Neu-Ulm and Regensburg) (see "Forms"). Under "Further links" you will find detailed information on the requirements and necessary documents when applying for an exemption.

The exemption permit is valid for a maximum of one year. An extension or reissue is possible under certain conditions.

The exemption permit is only valid for the low emission zone of the city in which it was applied for.

Unauthorized entry into an environmental zone is a violation of road traffic regulations. With the amendment to the Ordinance on Fines on 01.05.2014, the fine has increased from 40 to 80 euros, but the point in the driving aptitude register has been removed.

• Request for derogation
• Registration certificate part I (for newer vehicles) or vehicle registration document (for older vehicles)
• Certificate of technical non-retrofitting

  You can obtain this, for example, from technical inspection organisations (TÜV, DEKRA, GTÜ, KÜS, GTS, FSP). It is valid for one year, but does not replace an exemption permit.

• Proof of the economic unreasonableness of a replacement purchase

  z. e.g. in the case of traders; reasoned opinion of a tax advisor or auditor that a replacement purchase would jeopardise your existence.

• For classic cars without an H registration plate that are older than 30 years:
  • Vintage car certificate (in accordance with § 23 of the Road Traffic Licensing Regulations) or
  • corresponding certificate from an AU workshop or technical inspection organisation that such a certificate exists.

You can only obtain a special permit if

• Your vehicle was registered before November 1, 2007 (without sticker) or before January 1, 2010 (red and yellow sticker),
• a technical retrofit is not possible,
• you have no alternative vehicles registered to you and
• it is not economically viable for you to purchase a replacement, or
• you are a resident or trader with your company based in the low emission zone.

If all these general requirements are met, you can obtain an exemption permit for certain journeys, for example

• journeys for vehicle traffic in the public interest
• journeys in important individual cases

The fees and costs vary depending on the city or district (between 10 and 200 euros). The fees depend on the duration of validity and on private or commercial use. The exact fees can be found on the websites of the cities of Munich, Augsburg, Neu-Ulm and Regensburg (see "Further links").

Additional costs are incurred for a certificate stating that a vehicle cannot be retrofitted.

If the application is formally rejected, the same fee must be paid as for a permit.
